INVITATION FOR BIDS
Sealed bids for the City of West Plains, Missouri (hereinafter "Owner") U.S. Highway 160 Roadway and Bridge Improvements (hereinafter "Project") will be received by West Plains City Hall, 1910 Holiday Lane, West Plains, Missouri 65775, until 11:00 a.m. local time, on Monday, June 10, 2024, at which time the bids will be publicly opened and read aloud. Bids received after 11:00 a.m. will be returned unopened. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. The Scope of Work includes construction of roadway improvements including but not limited to: earthwork, roadway reconstruction, sidewalk, drainage, lighting, pavement marking, signing, mechanically stabilized earth retaining walls, bridge construction (2), erosion control and other incidental items and work described in the Project Manual or reasonably inferable therefrom. The project will be partially funded with Federal funds from the US Department of Commerce, Economic Development Administration, Community Development Block Grant, MoDOT Multi-Modal Section 130, Delta Regional Authority and therefore is subject to Federal laws and regulations associated with that program. Bid packages will be distributed electronically via an ftp link at no cost to the bidder. Hard copies will not be available for purchase. Bidders may make printed copies of the bid documents (plans, project manual, and a bid packet) at their own expense. When requesting the ftp link, you will be required to provide your company name, a contact person and phone number, a complete company address and an email address to be added to the Plan Holders List and for receiving official bidding communications and addenda. If you are not on the Plan Holders List, you will not receive any addenda issued. To request the electronic ftp link, email Ryan Stehn at rstehn@cmtengr.com. Project and bidding questions shall be conducted exclusively via e-mail. Any questions regarding this project must be submitted to: Ryan Stehn at rstehn@cmtengr.com, by 4:00 p.m. local time on May 31, 2024. No written questions after this date or any verbal questions will be recognized. A bid security in the amount of five percent (5%) of the bid amount must accompany each bid, in accordance with the Instructions to Bidders. For a contractor to be awarded this project the bidder shall furnish an affidavit and documentation affirming their company is enrolled in and participates in E-verify and an affidavit stating the business does not knowingly employ illegal aliens. The successful bidder shall comply with certain insurance requirements as specified in the bid documents. A MANDATORY PRE-BID CONFERENCE is scheduled for 11:00 a.m. CST, Wednesday, May 29, 2024 at the Council Chambers Room in the West Plains City Hall located at 1910 Holiday Lane, West Plains, Missouri 65775. Contractors MUST attend the Pre-Bid Conference in order to be eligible to bid on the project. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Davis Bacon and/or State Prevailing wage rates to be paid under the contract, Segregated Facility, Section 109, and E.O. 11246. MBE, WBE, and Section 3-DBE bidders are encouraged to bid. The Owner hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry or national origin in consideration for an award. The City reserves the right to reject any and all bids. The bid will be awarded to the lowest, responsive, responsible bidder.
