ARRESTS

Kelby Dean Hutsler, 54, was arrested April 22 on a warrant for failure to appear and released the same day on $200 bond. Officer Austin Deshazo.

Latisha Myshel Waldorf, 35, was arrested April 23 on three warrants for failure to appear and released April 26 on $1,400 bond. Officer Deshazo.

Brittany Nicole Long, 31, was arrested April 23 on charges of having an equipment violation, driving on a highway without a valid license, possession of drug paraphernalia and trespassing. She was held on $618 bond. Officer Robert Shell.

Austin Ross Jacobs, 22, was arrested on April 23 on two warrants for failure to appear and released the same day on $243 cash-only bond. Officer Brent Keepes.

Patrick John Bouthillier, 60, was arrested April 23 on a charge of disorderly conduct and released the same day on $1,000 bond. Cpl. Thomas Manning.

Brent Eric Coulsell, 51, was arrested April 23 on a charge of stealing and released April 26 on $133.50 cash-only bond. Officer Keepes.

Mildred Michaele Boucher, 53, was arrested April 23 on a charge of trespassing and released April 26 on $133.50 cash-only bond. Cpl. Manning.

Harley Danielle Raelyn Kerley, 30, was arrested April 23 on a charge of third-degree domestic assault and released the following day without bond. Officer Shell.

Ronnie Lee Drumwright, 32, was arrested April 23 on a warrant for failure to appear and released April 26 without bond. Cpl. Manning.

Angela Lavone Crews, 42, was arrested April 23 on a warrant for failure to appear and released the same day on $1,000 bond. Officer Shell.

Trevor Asher Harris, 25, was arrested April 23 on a warrant for failure to appear and released the same day on $44 cash-only bond. Officer Keepes.

Beth Renee Fienhold, 31, was arrested April 24 on a warrant for failure to appear and released the same day on $200 bond. Officer Chris Barrett.

Caley Harvey, 26, was arrested April 24 on a charge of third-degree domestic assault and released the following day without bond. Officer Keepes.

Donald James Counts, 65, was arrested April 26 on a charge of driving while intoxicated, persistent offender, and released the same day without bond. Cpl. Brandon Stephens.

Damian Paul Henry, 24, was arrested Saturday on a charge of unlawful use of a weapon and released the same day without bond. Howell County Sheriff’s Deputy Shaun Duggins.

Dakota James McKee, 22, was arrested Saturday on charges of first-degree stalking and unlawful use of a weapon by exhibiting. He was released the same day without bond. Cpl. Wesley Stuart.

Michael Doughty, 37, was arrested Sunday on a warrant for failure to appear and released Wednesday without bond. Officer Whitley Dobbs.

Fabian Warren Thomlison, 53, was arrested Sunday on a warrant for failure to appear and released Tuesday on $350 cash-only bond. Cpl. Manning.

Christian Heath Brinkley, 23, was arrested Sunday on a warrant for failure to appear and released the same day on $200 bond. Officer Shell.

Shana Joy Blackall, 37, was arrested Sunday on a warrant for failure to appear and released Wednesday without bond. Cpl. Manning.

INCIDENT REPORTS

At 7:27 a.m. April 22, Officer Deshazo responded to the railroad crossing at the intersection of County Road 8240 and Bratton Avenue for a complaint of stealing. It was discovered items had been stolen from a piece of machinery. A report was taken and the case is open pending further investigation.

Detective Joel Lovelace was dispatched at 8:57 a.m. April 22 to the 400 block of Washington Avenue for a possible incident of domestic violence. A report was completed for documentation.

At 10:11 a.m. April 22, officers responded to the 800 block of West Main Street for a report of a man lying on the floor, unresponsive. It was determined the man was deceased and the case is under investigation.

Officer Deshazo was notified at 11:17 a.m. April 22 of theft that occurred near Court Square in which items were taken from a vehicle. A report was taken and the case is open pending further investigation.

At 12:24 p.m. April 22, Officer Powell spoke to a victim of vandalism at the police station. The reporting party stated his ex-girlfriend and a friend of hers had graffitied his vehicle while he was working. The case is under investigation.

Officer Deshazo went at 1:28 p.m. April 22 to the police station to arrest and book a man wanted on municipal warrants.

At 3:32 p.m. April 22, officers responded to the 2700 block of Burke Avenue to assist another agency with a report of a terroristic threat made to a school. While there, officers were assaulted and three people were arrested. Investigation is ongoing with the Howell County Sheriff’s Office, and formal charges of assault will be pursued by West Plains police. Cpl. Manning.

Officer Jerry Mingus was dispatched at 5:05 p.m. April 22 to the 2400 block of Bruce Smith Parkway for a stealing complaint in which an item was taken from a construction site by an unknown person.

At 7:22 p.m. April 22, officers were dispatched to the police station for property found on the 1500 block of Preacher Roe Boulevard. A report was taken and the property was placed into evidence for safekeeping. Officer Shell.

Officer Mingus was dispatched at 7:42 p.m. April 22 to the 600 block of Shuttee Street for a violation of an order of protection issued for a child. The child had been sent messages, which went against the order.

At 8:34 p.m. April 22, officers were dispatched to the 500 block of Myrtle Street for a disturbance. Two people were spoken to, a report was taken and a ticket was issued. Officer Shell.

A Missouri state-issued ID found on the 1300 block of Bill Virdon Boulevard was turned into the police station at 8:16 a.m. April 23. Officers were not able to contact the ID’s owner, so the card will be held for safekeeping in evidence. Officer Deshazo.

At 11:27 a.m. April 23, officers responded to the 1900 block of Meadow Drive for a report of a runaway youth. The youth was entered into the law enforcement database as a runaway. The case remains open. Officer Dobbs.

Officer Deshazo was notified at 12:16 p.m. April 23 that the Texas County Sheriff’s Office in Houston had custody of a woman with active West Plains city warrants. She was taken to the West Plains Jail.

At 12:19 p.m. April 23, officers were dispatched to assist the Missouri Department of Social Services in a child abuse and/or neglect investigation. The investigation revealed the alleged incident happened outside of city limits. The Howell County Sheriff’s Office will be contacted by DSS to continue the investigation. Officer Conner Burnes.

Officer Jacob Beadell investigated a report of a stolen firearm at 2:07 p.m. April 23. The weapon was reported stolen from the 200 block of Washington Avenue. A suspect was unable to be identified and the case is inactive pending further information.

At 2:19 p.m. April 23, officers made contact with a suspicious man at a business on the 900 block of Jackson Street. He was found to be wanted on a Howell County warrant and subsequently arrested and taken to the county jail. Cpl. Trent Kinder.

Officers on patrol at 2:37 p.m. April 23 near the 300 block of Thornburgh Avenue encountered a woman who was wanted on active warrants. She was taken to the city jail. Officer Shell.

At 3:05 p.m. April 23, officers responded to a home on Seminole Street to serve an arrest warrant. A man was taken into custody on a city warrant and later bonded out. Officer Keepes.

Officers served an arrest warrant at 3:18 p.m. April 23 on the 500 block of Johnson Street. A man was taken into custody on city warrants and later bonded out. Cpl. Manning.

At 3:40 p.m. April 23, Officer Beadell stopped a vehicle on Concord Drive. The driver was found to have an expired license and subsequently arrested, booked and released.

Officers on patrol at 4:29 p.m. April 23 located a man and woman wanted on active arrest warrants. Both were arrested and taken to the city jail. Cpl. Manning.

At 4:29 p.m. April 23, officers responded to Georgia White Walking Park to serve a warrant. A man was taken into custody on a city warrant and later bonded out. Officer Keepes.

Officers were dispatched at 4:34 p.m. April 23 to the 500 block of Myrtle Street for a disturbance. Two people were talked to, a report was taken and a woman was arrested and taken to the city jail. Charges will be sent tot he Howell County Prosecutor’s office. Officer Shell.

At 5:57 p.m. April 23, officers served an arrest warrant in a wooded area behind Armstrong Flooring. A man in a tent city there was wanted on active warrants. He was arrested and taken to the city jail. Cpl. Manning.

Officers stopped a vehicle without plates at 7:53 p.m. April 23 on Third Street. A K-9 officer gave positive indication of the presence of drugs or paraphernalia. The driver was released on multiple tickets relating to the possession of drug paraphernalia, which was seized. Cpl. Manning.

At 8:55 p.m. April 23, officers served a municipal arrest warrant on Dana Drive, resulting in a man being taken into custody and later bonding out. Officer Keepes.

Officer Beadell responded at 11 p.m. April 23 to the 1000 block of Porter Wagoner Boulevard for a report of a verbal disturbance. He spoke to the victim, who gave a statement. The other party was identified, however, refused to comply with officers.

At 8:21 a.m. April 24, while on patrol on West Main Street, officers noticed a gray car with expired plates and initiated a traffic stop. The driver was found to be wanted on an active city warrant, arrested and later bonded out. Officer Barrett.

Officer Deshazo responded at 11:31 a.m. April 24 to the police station to speak to a woman who wanted to report a theft. A report was taken and the case is closed due to a lack of evidence.

At 3:23 p.m. April 24, officers spoke to a youth and their legal guardian at the police station regarding the youth’s other parent allowing the child to use marijuana. A Missouri Child Abuse and Neglect Hotline call was placed. Sgt. Colter Reid.

Officers responded at 3:50 p.m. April 24 to Casey’s General Store on Broadway for a report of a stolen wallet. A suspect was identified, located, arrested and released with tickets. Officer Keepes.

At 10:44 p.m. April 24, Officer Beadell investigated a domestic disturbance on the 1000 block of Seventh Street. The victim was interviewed and injuries photographed. A suspect was questioned and arrested. The case will be sent to the prosecutor’s office.

Officers were dispatched at 10:51 a.m. April 25 to Ozarks Healthcare to collect evidence for the Springfield Police Department. Officer Barrett.

At 1:28 a.m. April 26, Officer Shell stopped a vehicle on U.S. 63 and found the driver to be intoxicated. The driver was arrested and taken to the city jail. The case is referred to municipal prosecutors for review.

Sgt. Josh Wichowski responded at 6:19 a.m. April 26 to Skillet’s Restaurant on Porter Wagoner Boulevard for a report of an unknown woman screaming and running into the business through the back door. After investigation, it was determined she had entered the building illegally and assaulted an employee, and it was later found that she was in medical distress and under the influence of a controlled substance. None of the victims wanted to pursue charges. She was taken to Ozarks Healthcare’s emergency room and a report was completed for documentation.

At 9:47 a.m. April 26, Cpl. Stephens stopped a vehicle on CC Highway due to a license plate violation. The driver was arrested on a charge of driving while suspended and a felony charge of driving while intoxicated as a persistent offender. The driver was taken to the city jail to await formal charges.

Officer Barrett responded at 11:03 a.m. April 26 to the police station to speak with a man who reported that, while doing inventory for his business, he noticed a missing item.

At 11:06 a.m. April 26, officers responded to the 3000 block of Ozark Street for a report of an electric meter being tampered with and services stolen. The case is open for further investigation. Officer Dobbs.

Officer Beadell investigated a traffic crash at 1:40 p.m. April 26 on the 1300 block of Preacher Roe Boulevard. He spoke to one involved party and took information, but was unable to find the vehicle at fault or its driver, because they had left the scene.

At 1:47 p.m. April 26, Officer Beadell investigated a report of property damage on the 1600 block of Bruce Smith Parkway. He spoke to the victim and photographed the damage. A suspect was arrested and released with a ticket.

Officer Beadell observed a speeding vehicle at 4:18 p.m. April 26 on U.S. 63 and stopped it. The driver was found to be intoxicated and arrested on a charge of DWI as well as a charge of having an expired license. The driver was booked and then taken to the hospital for a medical condition.

At 7:46 p.m. April 26, a bicycle was found by a tree at Oak Lawn Cemetery and taken into evidence for safekeeping. Officer Keepes.

Officer Mingus was dispatched at 8:08 p.m. Apri l26 to the 600 block of Shuttee Street for a violation of an order of protection issued for a child. The child had been sent messages in violation of the order.

At 12:43 a.m. Saturday, Officer Daiman Meyer responded to the 1100 block of East Main Street for a disturbance. It was learned a person, who was not present at that time, had displayed a firearm in a threatening manner. The person was found, arrested for the offense and placed on a 24-hour hold pending formal charges. The case was referred to county prosecutors for review.

Officers were dispatched at 1:01 a.m. Saturday to the 1300 block of Preacher Roe Boulevard for a report of a person following a woman and making threats with a gun. When they arrived, the suspect had fled but was later found and arrested. A probable cause statement was completed and sent to county prosecutors seeking charges of first-degree stalking, unlawful use of a weapon, armed criminal action and fourth-degree domestic assault. At 10:39 a.m. Saturday, Officer Deshazo responded to the 700 block of Lanton Road to take a report of property damage. The case is open pending further investigation.

Officer Mingus was dispatched at 6:49 p.m. Saturday to the 500 block of Harlin Drive for a civil issue. A report was taken for documentation.

At 12:19 a.m. Sunday, Officer Meyer located a vehicle on Rhonda Drive being driven by an intoxicated driver. The driver was arrested and taken to the city jail. The case was sent to county prosecutors for review.

Cpl. Stephens stopped a vehicle for multiple traffic violations at 1:40 p.m. Sunday on the 1000 block of West Second Street. The driver was arrested on a charge of being a minor in possession of alcohol by consumption, then released with tickets.

At 5:37 p.m. Sunday, officers served an arrest warrant on the 700 block of Joe Jones Boulevard. A man was taken to the city jail. Cpl. Manning.

Officers stopped a vehicle at 6:09 p.m. Sunday on Pennsylvania Avenue and identified the driver to have a revoked license. The driver was arrested and taken to the city jail for a 24-hour hold pending formal charges. Cpl. Manning.

Officers were dispatched at 6:27 p.m. Sunday to the basketball courts at People’s Park on Broadway for an assault. A victim was contacted and a report taken. Officer Shell.

At 9:18 p.m. Sunday, officers served an arrest warrant on the 800 block of Amyx Street. A man was taken to the city jail and later released on bond. Officer Shell.

Officers served an arrest warrant at 9:57 p.m. Sunday on the 800 block of North Utah Street. A woman was taken into custody and to the city jail.
