A second wave of winter weather pounded West Plains Thursday, this time accompanied by window-rattling thunder. Freezing rain mixed with sleet, and just a bit of snow again covered the streets that city crews had managed to mostly clear Wednesday night. The mail carrier in this photo is living up to the United State Postal Service motto: “Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds.”
