Chief Monticelli announces plans to retire

West Plains Police Chief Stephen Monticelli has announced his plans to retire in spring 2025, city officials shared Friday afternoon, noting the move will conclude a distinguished career in law enforcement that has spanned over 40 years.

Monticelli began his career in 1980 with the University of Missouri Police in Columbia, where he rose to the rank of sergeant during his 11 years of service. In 1991, he joined the City of Columbia Police Department, spending 21 years with the agency, culminating in his role as deputy police chief. His extensive experience includes 13 years leading major crime investigations, which established him as a respected leader in the field.

In 2012, Monticelli transitioned to the role of police chief in Harrisonburg, Va., before returning to his home state in 2018 to take the helm of the West Plains Police Department.

During his time in West Plains, city officials pointed out, Monticelli has overseen several major advancements within the department, including using body-worn cameras to ensure greater transparency and accountability; incorporating new technologies to improve operational efficiency and public safety; completely redesigning police uniforms and patches to modernize the department’s image; bringing back black-and-white patrol vehicles to increase visibility and community presence; expanding the department’s specialized teams, enabling better response to complex incidents; adding K9 units to enhance search capabilities, drug detection and overall public safety; and building a strong partnership with Missouri State University-West Plains, creating a substation on campus and an officer residing on university property.

Reflecting on his career, Monticelli expressed his pride in mentoring the next generation of law enforcement professionals.

“The most rewarding part of my career has been watching young officers develop into skilled and dedicated professionals. If I had the chance to do it all over again, I wouldn’t change a thing,” he said.

“As Chief Monticelli prepares to retire, he leaves behind a legacy of innovation, leadership and commitment to public service,” said city officials. "His initiatives have strengthened the West Plains Police Department and positioned it for continued growth and success.”
