ARRESTS

Avery Terry Bean, 18 , was arrested Nov. 27 on a charge of driving without a license and released the same day without bond. Officer Jacob Brixey.

Kourtney Kolt Parker, 20, was arrested Nov. 28 on charges of failure to turn as directed by a traffic light, failure to maintain financial responsibility and not having a required license. She was released the same day without bond. Officer Robert Shell.

Joan Marie Talbert, 50, was arrested Nov. 29 on a charge of not having a required license and released the same day without bond. Officer Brixey.

Eric Elton Childers, 62, was arrested Nov. 29 on two counts of a charge of trespassing and released Dec. 2 on $567 cash-only bond. Officer Brixey.

Trampas Dean Reynolds, 46, was arrested Nov. 29 on a charge of third-degree assault and released the following day without bond. Officer Brent Keepes.

Kyle Glenn Wilbanks, 33, was arrested Nov. 29 on a charge of second-degree domestic assault and released the next day without bond. Officer Keepes.

Laura Lee Thomlison, 58, was arrested Nov. 29 on a charge of not having a required license and released the same day without bond. Cpl. Brent McKemie.

Frank Lee Roberts, 60, was arrested Dec. 1 on charges of driving while revoked or suspended, possession of methamphetamine ingredients and tampering with physical evidence. He was released Dec. 2 without bond. Cpl. Thomas Manning.

Haili Michele Marcak, 29, was arrested Dec. 1 on a charge of stealing and held without bond. Officer Jacob Miller.

Raymond Erwin Bowers, 63, was arrested Dec. 1 on a charge of fourth-degree domestic assault and released the same day without bond. Cpl. Manning.

Alexander Michael McAuliffe, 33, was arrested Dec. 1 on a charge of fourth-degree domestic assault and released the same day without bond. Officer Levi Endress.

Laura Phillips, 23, was arrested Dec. 2 on a charge of not having a required license and released the same day without bond. Officer Austin Deshazo.

Angel Lavone Crews, 41, was arrested Dec. 2 on a charge of stealing and released the same day without bond. Cpl. Manning.

INCIDENT REPORTS

At 1:50 a.m. Nov. 27, Officer Edward Heuchelin stopped a vehicle on U.S. 160 for an equipment violation. The driver was found to have an expired license and was placed under arrest.

Officer Deshazo responded at 8:29 a.m. Nov. 27 to the 300 block of South Harlin Drive for a call regarding a possible confused person. The person was found to be experiencing potential medical issues and taken to Ozarks Healthcare by ambulance. A report was completed for informational purposed and the case is closed.

At 9:39 a.m. Nov. 27, Officer Ivie Powell responded to the 900 block of South Hill Street for a harassment call. The reporting party advised a man she knew tried to talk to her about a report that had filed a week prior and asked to find another way to settle the matter. The officer contacted the man and told him he was not to contact the reporting party again, and anything further should go through attorneys. The case is closed with no further investigation needed and no charges filed.

Officer Deshazo responded at 12:22 p.m. Nov. 27 to the police station for a complaint fo vehicle tampering. It was learned a vehicle had been tampered with while in an apartment complex parking lot. A report was taken and the case is open pending further investigation.

At 6:43 p.m. Nov. 27, dispatch took a call regarding a vehicle theft that had occurred on the 1400 block of Sixth Street. Officer Endress spoke to the vehicle’s owner, who gave the vehicle information and a statement. Investigation is ongoing.

Officer Brixey stopped a vehicle at 8:30 p.m. Nov. 27 at the intersection of Porter Wagoner Boulevard and Independence Drive and the driver was found not to have a Missouri driver’s license. The driver was arrested and taken to the city jail to be fingerprinted, then released with a court summons. The vehicle was towed from the scene.

At 4:12 a.m. Nov. 28, a phone charging block was found off of K Highway and turned into the police department. Cpl. Wes Stuart.

Officer Jesse Martin was dispatched at 5:29 a.m. Nov. 28 to the 1900 block of Cole Street for a call regarding harassment. A report was taken and investigation is ongoing.

At noon Nov. 28, officers were dispatched to a two-vehicle crash blocking the road at the intersection of Porter Wagoner Boulevard and Gibson Avenue. A woman was arrested on a charge of not having a required license and taken to the city jail for booking and fingerprinting, then released with a court summons. Officer Shell.

Officers were dispatched at 1:12 p.m. Nov. 28 to respond to a rape case. The location of the rape is unknown, but is suspected to have taken place inside West Plains. The case is under investigation. Officer Conner Burnes.

At 3 p.m. Nov. 28, officers were dispatched to the area of West Plains High School for a youth with a nicotine product. The case will be sent to the juvenile office. School Resource Officer Burnes.

Officer Brixey conducted a traffic stop at 8:27 p.m. Nov. 28 at the intersection of Porter Wagoner Boulevard and Broadway and learned the driver was wanted on an active Douglas County warrant. She was arrested and taken to the county jail.

At 3:19 a.m. Nov. 29, Sgt. Josh Wichowski was conducting business checks and located an open door at the North Terra Golf Course. A report was completed for documentation.

Cpl. McKemie reported at 10:02 a.m. Nov. 29 he investigated a stealing incident from a school in town. A suspect was identified and charges are sought.

At 3:55 p.m. Nov. 29, Officer Brixey stopped a vehicle at the intersection of Mitchell Road and Bruce Smith Parkway and found the driver to have a suspended license. The driver was arrested and taken to the jail to be fingerprinted, then released with a court summons.

Officer Brixey was on routine patrol at 4:47 p.m. Nov. 29 and saw a man he knew from previous law enforcement interactions sitting at the corner of Worley Drive and Mitchell Road. The man was wanted on an active city warrant, and was arrested and taken to the jail to be booked on the warrant.

At 5:02 p.m. Nov. 29, officers were dispatched to the 1100 block of Lanton Road for an assault in progress. A person was arrested and placed on a 24-hour hold pending formal charges. A probable cause was sent to the county prosecutor’s office. Officer Nathaniel Siegrist.

Officers responded at 5:45 p.m. Nov. 29 to a domestic violence call on the 1300 block of Washington Avenue in which it was found that a physical domestic incident had occurred between a man and woman in a romantic relationship. The man was taken into custody and placed on a 24-hour hold pending formal charges. Officer Keepes.

At 7:27 p.m. Nov. 29, Cpl. McKemie stopped a vehicle on Porter Wagoner Boulevard for speeding. The driver’s license was found to be suspended; she was arrested and taken to the jail to be booked and processed, then released with tickets.

Officers were dispatched at 9:05 p.m. Nov. 29 to the 500 block of Chippeway Street for an out-of-control youth. The child was taken to Ozarks Healthcare to be evaluated. Officer Siegrist.

Officer Daiman Meyer responded at 5:38 a.m. Nov. 30 to Walmart for a report of stealing. An member of the store’s Asset Protection team reported an employee had been taking items from the business without paying over a period of time. The employee was ticketed for the offense.

At 12:12 p.m. Nov. 30, Officer Chris Barrett was dispatched to the 1100 block of Lincoln Avenue for a report of a domestic disturbance. A woman told him she and her husband had had a verbal argument. No charges were filed.

Officer Miller was dispatched at 1:06 p.m. Nov. 30 to the 1200 block of Preacher Roe Boulevard for stealing. A report was taken and the case is closed.

At 1:59 p.m. Nov. 30, Cpl. McKemie was dispatched to the 1900 block of Bluebird Way for a well-being check, where he found a man to be deceased. It is believed the death was of natural causes and there were no signs of foul play,.

Officers Brixey and Keepes were dispatched at 3:19 p.m. Nov. 30 to a residence near the intersection of Thornburgh Street and Garfield Avenue for a report of a man beating a boy with a belt. When officers arrived, the man reportedly threatened force against the officer. The man was apprehended and charges have been forwarded to the city prosecutor, and the incident was reported to the Missouri Children’s Division. The case is closed due to officers’ belief there was no abuse or neglect.

At 4:03 a.m. Dec. 1, Officer Meyer was traveling south on Kentucky Avenue when he saw a silver Chevrolet pickup truck without plates. He stopped the vehicle and found the driver not to have a valid license. The driver was arrested and taken to the jail to be booked, fingerprinted and released with tickets. The case was referred to the city prosecutor’s office for review.

Officers stopped a vehicle at 9:36 a.m. Dec. 1 on U.S. 63 and found the driver’s license to be revoked. The driver was arrested on multiple charges, including unlawful possession of methamphetamine or amphetamine paraphernalia. Cpl. Brixey.

At 11:52 a.m. Dec. 1, Officer Miller was dispatched to Ozarks Healthcare to serve an arrest warrant. An arrest was made.

Officers were dispatched at 11:34 a.m. Dec. 1 to the area of West Plains High School for a youth with stolen items in their possession. The case will be sent to the Juvenile Office. SRO Burnes.

At 12:23 p.m. Dec. 1, officers responded to Burgoyne Street for a complaint regarding an assault. Both parties were spoken to and wanted to pursue charges. Officers investigated and took a report. Cpl. Manning.

Officers were dispatched at 5:11 p.m. Dec. 1 to Ozarks Healthcare for a domestic assault and spoke to two people. A man was arrested and taken to the jail, where he was booked, fingerprinted and released with a ticket. Officer Endress.

At 12:12 a.m. Dec. 2, Officer Meyer responded to the 2400 block of County Road 6380 for an ongoing disturbance. It was learned one of the parties had struck another during an altercation, but the victim did not want to pursue legal action. A report was taken for information.

Officer Meyer responded at 5:35 a.m. Dec. 2 to the 200 block of West Maple Street for an ongoing disturbance. A man and woman were arguing and the man wanted the woman to leave, but would not allow her to have her belongings. The woman said she wanted to pursue legal action for theft. The case is open and active pending a formal interview with the suspect.

At 9:45 a.m. Dec. 2, Officer Miller was dispatched to the 1100 block of Cass Avenue for stealing. A report was taken and the case is inactive pending further information.

Officer Deshazo was on general patrol at 10:43 a.m. Dec. 2 when he saw a vehicle driving with expired tags. He stopped the vehicle on McFarland Drive and found the driver not to have a valid license. The driver was arrested and taken to the jail to be booked, fingerprinted and released with tickets. The case will be forwarded to the city court for review.

At 2:03 p.m. Dec. 2, officers were dispatched to the 700 block of Kentucky Avenue for an active stealing incident. After investigation, a woman was taken into custody and later released pending formal charges. Cpl. Manning.

Officer Jerry Mingus was dispatched at 8:44 p.m. Dec. 2 to the 1800 block of West Broadway for a traffic crash involving a vehicle leaving the scene. The reporting party stated a truck stopped at the traffic light in front of her rolled back and struck her vehicle, causing minor damage.

At 9:34 p.m. Dec. 2, officers were dispatched to the police station for a property damage call. A woman was spoken to by telephone and a report was taken. Charges will be forwarded to the Juvenile Office. Officer Shell.

Officers were dispatched at 10:09 p.m. Dec. 2 for a report of an injured deer in the road on Luna Drive. Cpl. Brandon Stephens located the deer and found it to have disabling injuries. He removed the animal from the road and euthanized it.

At 10:40 p.m. Dec. 2, Officer Martin was dispatched to Walmart for property damage. A report was taken and investigation is ongoing.

Officers traveled at 10:01 a.m. Dec. 3 to the 400 block of Joe Jones Boulevard for warrant service. Two people were arrested on active warrants and taken to the Howell County Sheriff’s Office. Cpl. Manning and Officer Deshazo.

At 6:58 p.m. Dec. 3, officers were dispatched to the 1100 block of St. Louis Street for a runaway youth. The youth was found and a juvenile officer wanted police to safely take the girl to the police station where the juvenile officer could meet her and take her. The case will be referred to the Juvenile Office. Officer Endress.

Officers were dispatched at 8:58 p.m. Dec. 3 to the 300 block of West Trish Knight Street for a suicidal person. The person was placed on a 96-hour hold for a mental evaluation. Officer Siegrist.
