ARRESTS

Nichole A. Wilburn, 34, was arrested April 8 on a charge of possession of drug paraphernalia and released the same day without bond. Officer Jacob Brixey.

Melissa Dawn Hunt, 58, was arrested April 9 on a charge of being a fugitive from out of state and released from West Plains police custody the following day without bond. Officer Brixey.

Jason Paul Emmel, 42, was arrested April 9 on charges of careless and reckless driving, driving while intoxicated, fourth-degree assault on special victims and driving while revoked or suspended. He was released the following day without bond. Officer Jacob Beadell.

Justin Edward Fletcher, 40, was arrested April 11 on a charge of fourth-degree domestic assault and released the following day on $1,500 bond. Officer Jesse Martin.

Kenneth Ray Barton, 61, was arrested April 11 on two warrants for failure to appear and released April 14 on $1,800 bond. Officer Nathaniel Siegrist.

Staci Dawn Harris, 44, was arrested April 11 on a charge of having expired plates and released the same day on $300 bond. Missouri State Highway Patrol Tpr. C.C. Battreal.

Doug L. Collins, 43, was arrested April 13 on a warrant for failure to appear and held without bond. Sgt. Josh Wichowski.

Christopher Dean Richardson, 35, was arrested April 13 on a charge of driving while revoked or suspended, repeat offense. Officer Shell.

INCIDENT REPORTS

At 12:44 a.m. April 8, Cpl. Wes Stuart was dispatched to a home on the 1100 block of Webster Street for a report of sexual assault. A man had allegedly sexually assaulted a woman he knew; a search warrant was conducted at his home and evidence was seized. The case is active and open pending further investigation.

Officers on patrol near First Street at 5:18 p.m. April 8 saw a man riding a skateboard who they knew to have active warrants for his arrest. He fled the police and was later found and arrested, then taken to the Howell County Jail for booking. He was also issued two tickets. Officer Shell.

Officer Brixey responded at 3:59 p.m. April 8 to the 1500 block of County Road 6070 in West Plains for a complaint of stealing out of a vehicle. A report was taken and the case is under investigation.

At 7:03 p.m. April 8, Officer Jerry Mingus was dispatched to Worel Street for found property. Items were found on a picnic table at Lofton Park and placed into evidence for safekeeping.

Officers on routine patrol at 8:50 p.m. April 8 saw a man and woman they recognized from previous law enforcement encounters, and the woman was known to have an order of protection against the man. The man ran from police, throwing drug paraphernalia, which was found. Both were released pending formal charges. Cpl. Thomas Manning.

At 10:27 p.m. April 8, Officer Mingus was dispatched to the 1100 block of Lincoln Street for suspicious circumstances. When he arrived, a. Woman told him she was having an argument with her boyfriend. The parties were separated.

Officer Jacob Miller was dispatched at 10:22 a.m. April 9 to a business in Parkway Shopping Center on Porter Wagoner Boulevard for a complaint of stealing. No charges are being filed and the case is closed.

At 11:15 a.m. April 9, Officer Ivie Powell responded to the 1900 block of Meadow Street for a runaway youth. It was reported a 17-year-old girl had left home between 11 p.m. April 7 and 3:30 a.m. April 8. She was entered into the law enforcement database as a runaway.

Officers responded at 1:20 p.m. April 9 to the 1200 block of Jefferson Avenue for a report of an open door at a residence. The home was cleared after finding the resident was not home. A report was taken for documentation. Officer Austin Deshazo.

At 1:52 p.m. April 9, officers responded to the 1400 block of Sixth Street for a domestic disturbance. A report was taken and a suspect was arrested and taken to the city jail to be placed on a 24-hour hold pending formal charges. A probable cause statement will be sent to the city prosecutor. Officers were dispatched at 3:04 p.m. April 9 to the area of West Plains High School for two youths with nicotine products. The case was sent to the Juvenile Office. School Resource Officer Conner Burnes.

At 3:14 p.m. April 9, officers responded to the 1100 block of Lincoln Avenue for a verbal domestic disturbance. All parties were separated and it was confirmed that the argument was verbal only. Parties were asked to stay separated for 12 hours. Officer Brent Keepes.

Officer Brixey responded at 4:10 p.m. April 9 to the 1300 block of Southern Hills for a domestic disturbance. A report was taken and one of the people involved was arrested on a Texas warrant for extradition and taken to the city jail and placed on a 24-hour hold pending formal charges. A probable cause statement will be forwarded to the Howell County Prosecutor’s Office.

At 7:30 p.m. April 9, Officer Beadell tried to stop a vehicle in the area of 10th Street, but the driver fled a short distance before stopping in a parking lot, where the officer made contact. The driver was arrested, and then it was later found the driver’s privileges were revoked and they were driving under the influence. The driver was booked into the city jail on a 24-hour hold pending formal charges.

Officer Daiman Meyer stopped a vehicle on Preacher Roe Boulevard and the driver was found not to have a valid license and arrested for the offense. The driver was taken to the city jail, booked, fingerprinted and released with tickets, and the case was referred to the city prosecutor’s office for review.

At 12:25 a.m. April 10, Sgt. Josh Wichowski responded to a home on the 500 block of Grace Avenue for a fight in progress between men in the front yard of the house. Both men were determined to be very intoxicated and unable to provide specific information about the incident. A report was completed for documentation.

Officers were dispatched at 12:18 p.m. April 10 for an agency assist involving the Missouri Department of Social Services, which requested help with an investigation into child abuse or neglect. It was reported a youth had received drugs from a parent. The crime took place outside of West Plains city limits, and is outside of city police jurisdiction. Officer Burnes.

At 2:02 p.m. April 10, Officer Beadell was dispatched to speak with someone reporting a theft of a vehicle from Kody Drive. He took a statement from the reporting party, then took a statement from the suspect. As he was investigating, the victim advised they no longer wanted the investigation, so the case was closed.

Officers conducted a pedestrian check at 3:04 p.m. April 10 at Broadway and Garfield Avenue and came a cross a man known to have active warrants for his arrest. In the process of arresting him, a controlled substance was found in his possession, along with drug paraphernalia. He was taken to the sheriff’s office for booking. Cpl. Manning.

At 3:45 p.m. April 10, officers conducted a pedestrian check at St. Louis Street and East Third Street and came across a man known to have active warrants. He was arrested and in the process, a controlled substance was found in his possession. He was taken to the sheriff’s office. Cpl. Manning.

Officers stopped a vehicle at 4:45 p.m. April 10 on Minnesota Avenue, as the driver was known for driving while suspended. The driver’s status was confirmed to be suspended and she was arrested for the offense, then later released from the city jail after being fingerprinted. Cpl. Manning.

At 5:39 p.m. April 10, officers stopped a vehicle driven by a person known for driving while suspended. After confirming the driver’s status was still suspended, he was arrested for the offense, and a charge is pending for driving while intoxicated. Cpl. Manning.

A man was extremely intoxicated and being a danger to himself and others while in the road at 6:44 p.m. April 10 on the 900 block of Porter Wagoner Boulevard. He was placed on a protection hold for his safety. Officer Brixey.

At 8:33 p.m. April 10, officers responded to a domestic disturbance call on Burgoyne Street in which a physical assault occurred between two spouses. A man has not been found, and charges of third-degree domestic assault are sought. Officer Keepes.

Officers were dispatched at 9:18 p.m. April 10, officers were dispatched to the area of Ozarks Healthcare for a report of a woman breaking into a truck and stealing things. An investigation was conducted and charges relating to first-degree property damage were sent to county prosecutors. Cpl. Manning.

At 12:35 a.m. April 11, Officer Martin was dispatched to a home on the 400 block of Johnson Street for a report of an assault that occurred earlier. A man was later arrested and placed on a 24-hour hold at the city jail, pending formal charges through the city’s prosecutor’s office.

Sgt. Wichowski responded at 12:51 p.m. April 11 to a home on the 200 block of Leyda Street for a report of a domestic altercation there. A woman alleged a man assaulted her there; a report was completed and probable cause statement sent to to the city prosecutor’s office for review.

At 8:40 a.m. April 11, it was reported that a vehicle had been stolen from a business on Freedom Drive within the last year. The vehicle was logged as stolen and the case is under investigation. Cpl. Brandon Stephens.

Officer Powell spoke at 12:04 p.m. April 11 to a theft victim at the police station who advised her bank account was missing funds, which she’d learned had been used at Walmart. The case is under investigation.

At 1:08 p.m. April 11, Officer Chris Barrett spoke to a woman on the phone who said her identity had been stolen and her credit used for services in Illinois between Sept. 18, 2019 and Oct. 31, 2022.

Officer Beadell responded at 2:05 p.m. April 11 to a business in Southern Hills Shopping Center for a complaint of stealing. He took a statement from the victim and could not contact the suspect. The case, logged as stealing leased or rented property, will be sent to the prosecutor’s office.

At 2:31 p.m. April 11, officers were dispatched to the municipal court for a person with an active arrest warrant, who was taken into custody and booked into the jail. Officer Siegrist.

Officers were dispatched at 3:19 p.m. April 11 to the police station to speak to someone regarding identity theft. A report was taken for documentation. Officer Siegrist.

At 3:34 p.m. officers spoke to a man at the police station who was experiencing a mental health crisis and were able to use deescalation tactics to calm him. He was taken to Ozarks Healthcare for a 96-hour mental health evaluation hold. Sgt. Colter Reid.

Officer Keepes stopped a vehicle at 4:14 p.m. April 11 on Porter Wagoner Boulevard. Drug paraphernalia was found in the vehicle and the vehicle was towed. The driver was taken into custody and later released with multiple tickets.

At 5:09 p.m. April 11, officers were dispatched to the 1400 block of Sixth Street for an accidental drug overdose. The patient received medical attention and was taken to Ozarks Healthcare. Officer Brixey.

Officer Beadell investigated a disturbance at 8:59 p.m. April 11 on the 400 block of Porter Wagoner Boulevard, speaking to the the reporting party and victim and photographing injuries. He was unable to find the suspect, who had fled. The case is referred to the prosecutor’s office.

At 9:51 p.m. April 11, officers were dispatched to the 1000 block of West Cass Avenue for a domestic assault. A report was completed for documentation. Officer Siegrist.

Officer Miller was dispatched at 10:08 a.m. April 12 to the area of The Heights apartments to assist with a medical call. While asking routine questions, a possible controlled substance and paraphernalia were found and seized, but due to the nature of the call, no charges will be sought.

At 12:28 pm. April 12, officers were dispatched to the area of West Plains High School for a youth with nicotine products. The case will be sent to the Juvenile Office. SRO Burnes.

Cpl. Stephens responded at 1:43 p.m. April 12 to the Probation & Parole Office on Imperial Drive for a man with an active warrant. The man was arrested and taken to Howell County Jail.

At 3:55 p.m. April 12, officers responded to the 800 block of Missouri Avenue for reports of a violation of an order of protection. It was found a man caused property damage and violated an order protection. He was identified and charges are sought. Officer Keepes.

Officer Beadell responded at 7:46 p.m. April 12 to the 300 block of Aid Avenue fo a complaint of stealing. He spoke to the victim and tried to contact the suspect. The case remains open pending further investigation.

At 8:02 p.m. April 12, Officer Beadell investigated a disturbance that occurred on Oak Street, speaking to the alleged victim, a witness and a suspect and finding the case to be lacking in criminal nature.

Officer Meyer was dispatched at 11:28 p.m. April 12 to Halstead Street for an active disturbance, but when he arrived, learned no crime had been committed.

At 1:58 a.m. April 13, Officer Meyer stopped a vehicle on U.S. 63 and learned the driver did not have a valid license. The driver was arrested for the offense and taken to the city jail for booking and fingerprinting, then released with tickets. The case was referred to the city prosecutor’s office for review.

Sgt. Wichowski responded at 2:36 a.m. April 13 to the 700 block f Sesson Street for a report of an unwanted guest. It was learned a man was wanted on an active arrest warrant for failure to appear, and he was arrested and taken to the city jail.

At 8:54 a.m. April 13, Officer Miller was dispatched to the 1400 block of West Sixth Street for a domestic disturbance. No charges filed.

Cpl. Stephens saw a vehicle at 10:06 a.m. April 13, traveling on Broadway, that he noticed did not have a front license plate. He stopped the vehicle in the rear parking lot of the library, and the driver was ticketed on charges of failure to register a vehicle, failure to show proof of insurance and driving while suspended.

At 10:32 a.m. April 13, officers were notified that a building on the 600 block of Lincoln Avenue had been set on fire. A possible suspect has been identified, but not found. A report was taken and the case is open pending further investigation. Officer Deshazo.

Officers were dispatched at 1:33 p.m. April 13 to a vacant residence on the 2400 block of Gleghorn Drive for a suspicious youth. The call resulted in the arrest of a youth on charges of burglary and property damage. The report was forwarded to the Juvenile Office. Cpl. Stephens.

At 1:36 p.m. April 13, officers were dispatched to the 1400 block of West Sixth Street for numerous calls reporting a domestic disturbance. A man was taken to the city jail for a 12-hour protective hold. Once at the jail, officers discovered drugs hidden on the man’s body. Officer Barrett.

Officers were dispatched to the police station at 3:05 p.m. April 13 for a complaint of stealing. The case will be sent to investigators. Officer Siegrist.

At 5:28 p.m. April 13, officers were on patrol near Thornburgh Street and Garfield Avenue and stopped a vehicle, resulting in a man being arrested and taken to the city jail. Charges relating to driving while revoked or suspended will be forwarded to the county prosecutor’s office. Officer Shell.

Officer Mingus was dispatched at 7:30 p.m. April 13 tot he 600 block of Shuttee Street for a court order violation. Messages had been sent to a victim, violating an order of protection for a child.

At 11:04 p.m. April 13, Officer Martin was dispatched to the 2700 block of Burke Avenue for a stolen vehicle. After investigation, it was determined the case was a civil matter and the vehicle was not stolen; a report was taken for documentation.

Officer Meyer stopped a vehicle at 11:46 p.m. April 13 on U.S. 63, finding the driver did not have a valid license. The driver was arrested and taken to the city jail for booking and fingerprinting, then released with tickets. The case was sent to municipal prosecutors for review.

At 12:42 a.m. April 14, Officer Meyer responded tot he 200 block of Trish Knight Street for a report of a disturbance. Two people had gotten into a fight, but neither wanted to pursue legal action, so the case is closed.

Officer Miller was dispatched at 10:52 a.m. April 14 to the area of The Heights apartments for a complaint of a domestic disturbance. No charges.

At 10:52 a.m. April 14, Officer Miller was dispatched to the police station for a complaint of stealing that had occurred on Ransom drive. The case is inactive, pending further information.

Officers on patrol at 4:51 p.m. April 14 near Broadway stopped a vehicle, resulting in the arrest of a man, who was taken to the city jail for fingerprinting and booking. The man was later released on a ticket for a charge of driving on a highway without a valid license.
