ARRESTS

Amanda S. Roark, 38, was arrested April 15 on charges of failure to register vehicle, failure to maintain financial responsibility and driving while revoked or suspended. She was released the same day without bond. Officer Jacob Brixey.

Zachary R. Mayberry, 31, was arrested April 16 on charges of failure to register vehicle, failure to maintain financial responsibility and resisting arrest. He was released April 18 without bond. Officer Brixey.

Anthony Wayne Phillips, 34, was arrested April 17 on a charge of failure to maintain financial responsibility and released the same day on $350 bond. Officer Brixey.

Jordan Layne Collins, 38, was arrested April 18 on a charge of unlawful use of a weapon by setting a spring-gun, or a gun rigged to fire when a string or other trigger is tripped by contact. Officer Whitley Dobbs.

Corey James Brotherton, 34, was arrested April 19 on a charge of driving while intoxicated and released the same day without bond. Officer Chris Barrett.

Cheryl S. Youngs, was arrested Sunday on a charge of driving on a highway without a valid license and held without bond. Officer Robert Shell.

INCIDENT REPORTS

Officer Ivie Powell responded at 10:03 a.m. April 15 to the 200 block of Davis Street for a report of elder abuse. The victim advised he had been assaulted by a male relative. The case is under investigation.

At 1:04 p.m. April 15, Officer Powell responded to the 200 block of North Kentucky Avenue for a call regarding sexual allegations involving a minor. The case is under investigation.

Officer Brixey was dispatched at 1:55 p.m. April 15 to the 1400 block of Southern Hills Plaza for threats made to a business employee over the phone. He took a report and a probable cause statement was sent to the municipal prosecutor.

At 1:55 p.m. April 15, Officer Brixey was dispatched to the 1400 block of Southern Hills Plaza for a complaint of stealing leased property. A report was taken and the property was turned over to a new account holder after an investigation. The case is closed with no pending charges.

Officers stopped a vehicle with no license plates at 5:14 p.m. April 15 on Jackson Street. The driver was found to have a revoked license and arrested, then released from the city jail after being fingerprinted. Cpl. Thomas Manning.

At 11:03 p.m. April 15, officers on patrol near Marianna Drive stopped a vehicle, resulting in the arrest of the driver on a charge of not having a required license. The driver was taken to the city jail for fingerprinting and booking, then released with two tickets. Officer Shell.

Officer Jesse Martin was on patrol at 2:25 a.m. April 16 in the area of Porter Wagoner Boulevard and saw a vehicle that appeared to be going faster than the posted speed limit of 35 mph, which radar confirmed. He stopped the vehicle and issued a ticket to the driver.

At 9:10 a.m. April 16, a man reported that at about 6 a.m. that day, he had been bitten by a dog outside of his home on Burke Avenue. He sought medical treatment at Ozarks Healthcare and was released. It was learned the dog had been capture by law enforcement shortly after the incident. Sgt. Brandon Romans.

Officers responded at 9:23 a.m. April 16 to the 900 block of North Howell Avenue for a man in mental health crisis. The reporting party advised the man was suffering from psychosis and was diagnosed with bipolar disorder and schizophrenia. He was taken to the hospital for a mental evaluation. Officer Powell.

At 10:33 a.m. April 16, officers found illegal narcotics, which will be destroyed. A report was completed for informational purposes and the case is closed. Officer Austin Deshazo.

Officer Powell responded at 10:40 a.m. April 16 to the 300 block of Harlin Drive for a complaint of a man urinating in public near the reporting party’s home. The reporting party told the officer a man working for a neighbor had walked in between the two homes and urinated, and that he wanted to pursue charges. A complaint was signed and will be forwarded to the city prosecutor.

At 3:44 p.m. April 16, officers were dispatched to the 800 block of Lanton Road to take a report of property damage. Officer Shell.

Officers were dispatched at 7:01 p.m. April 16 to a possible burglary in progress at a home on Higby Street. After an investigation, it was determined a woman in an impaired state was a danger to herself and others, and she was placed in a 12-hour protective custody hold with no charges sought. Officer Keepes.

At 7:08 p.m. April 16, officers were dispatched to the 300 block of Higby Street for a report of burglary in progress. A potential suspect in the burglary was seen near the residence, and the person was also wanted on municipal arrest warrants. He reportedly resisted arrest, but was taken into custody after a short struggle, then taken to the city jail and placed on a 24-hour hold. A probable cause statement will be sent to the city prosecutor’s office. Officer Brixey.

Police were alerted at 8:36 p.m. April 16 by the Missouri Information Analysis Center to a tip regarding a youth possibly living in West Plains making threats against his school. Through investigation, it was learned the threats were directed toward Fairview School. West Plains police contacted the Howell County Sheriff’s Office and handed the investigation over. At 10:38 a.m. April 17, Detective Joe Neuschwander reported that, the previous day, the Southwest Missouri Cyber Crimes Task Force, Homeland Security Investigations of Springfield and the Taney County Sheriff’s Department served a residential search warrant on Lola Lane in Branson relating to the sexual exploitation of children. Several items were seized as evidence and formal charges are pending the completion of digital forensic examinations.

Officer Jacob Beadell investigated a cybercrime at 2:53 p.m. April 17, logged as a case of stealing $25,000 or more, and interviewed the victim. He was unable to interview the suspects. The case remains open and will be referred to detectives.

At 3:19 p.m. April 17, Officer Brixey stopped a vehicle at Minnesota Avenue and Webster Street. The driver was arrested on multiple West Plains and Mtn. View city warrants, and the vehicle was towed. The driver was issued multiple tickets for traffic violations, taken to the West Plains Jail and booked on his warrants.

Officers and first responders were dispatched at 8:14 p.m. April 17 to the 1400 block of Bruce Smith Parkway for an unresponsive man. It was learned a person had overdosed on illegal drugs. He received medical attention and was taken to Ozarks Healthcare for further treatment. Officer Brixey.

At 11:32 p.m. April 17, Officer Daiman Meyer stopped a vehicle on U.S. 63. The driver was found not to have a valid license and arrested for the offense and taken to the city jail to be booked, fingerprinted and released with tickets. The case was sent to the city prosecutor’s office for review.

Officer Meyer found an open door at 4:29 a.m. April 18 on Court Square. The business appeared to be secure and the owner was contacted.

At 10:45 a.m. April 18, officers responded to the 500 block of Grace Avenue for a report that a man pointed a firearm at people. The man was seen driving away in his truck, which was later stopped by law enforcement, resulting in his arrest. He was taken to the city jail and placed on a 24-hour hold. A probable cause statement was sent to county prosecutors, seeking charges of first-degree robbery, first-degree assault, armed criminal action, unlawful use of a weapon, unlawful possession of a firearm and resisting arrest. The case is closed pending formal charges. Officer Dobbs.

A man was ordered to serve 10 days in jail by Judge William Hass at 11:16 a.m. April 18 and was escorted to the West Plains Jail by Officer Powell.

At 1:16 p.m. April 18, Officer Barrett spoke to a business owner on the 600 block of Missouri Avenue regarding a report of counterfeit currency. A woman had reportedly paid for her purchase with a counterfeit bill. While the report was being taken, she returned to the business and paid for her merchandise, and the case is considered closed.

Officer Powell responded at 1:22 p.m. April 18 to the 1100 block of Lincoln Avenue for a domestic assault. Both parties involved said they had been assaulted by the other, and one said she wanted to seek charges. A probable cause statement will be sent to the city prosecutor.

At 5:56 p.m. April 18, officers responded to a home on the 300 block of Walnut Street to serve a warrant, resulting in the arrest of a woman, who later bonded out. Officer Keepes.

Officer Keepes was dispatched at 6:21 p.m. April 18 for a person who wanted to report an assault. After investigation, it was determined an assault did occur between an employee and an employer. A report was completed and charges relating to second-degree sexual abuse are sought.

At 7:14 p.m. April 18, officers were dispatched to the 400 block of West Broadway for a complaint of stealing. A suspect was found and arrested, then booked and released with tickets. Officer Nathaniel Siegrist.

Officer Jerry Mingus was dispatched at 5:07 p.m. April 19 to the police station for a custody violation. A report was taken and charges sought for court order violations.

At 5:45 p.m. April 19, Officer Beadell investigated a complaint of harassment that occurred on the 1200 block of St. Louis Street. Victims and suspects were interviewed, and he read text messages sent by the suspects. The case is closed due to its lack of criminal nature.

Officers were dispatched at 4:27 p.m. Saturday to the police station for found property, which was placed in evidence for safekeeping. Officer Siegrist.

At 4:54 p.m. Saturday, Officer Mingus stopped a vehicle on U.S. 63, resulting in the arrest of the driver on an active warrant.

Officers were dispatched at 8:03 p.m. Saturday to the area of Westmont Drive for property damage. The case is open pending further investigation. Officer Siegrist.

At 9:23 a.m. Sunday, officers responded to the 900 block of Nichols Drive to take a report of stealing. Several items had been stolen in recent weeks. The report was taken and the case is considered closed. Officer Dehsazo.

Officers on patrol at 3:28 p.m. Sunday near the 500 block of Porter Wagoner Boulevard came into contact with a woman who was arrested on an active warrant and taken to the city jail. Officer Shell.

At 4:02 p.m. Sunday, officers stopped a vehicle for speeding on the 800 block of St. Louis Street. The driver was found to have an expired license and arrested, then taken to the city jail for fingerprinting and released with a ticket. Cpl. Manning.

Officers saw a man who they knew to have a suspended license driving a motorcycle at 4:37 p.m. Sunday on the 1800 block of Porter Wagoner. A traffic stop was conducted, resulting in the man’s arrest. During the arrest process, drugs were reportedly found in the man’s possession. He was taken to the city jail, fingerprinted and released pending formal charges. Cpl. Manning.

At 7:34 p.m. Sunday, Officer Mingus was dispatched to the 500 block of Myrtle Street for a disturbance. He spoke with several neighbors, who reported a a verbal altercation. A complaint ticket was issued with a court date.
