Jonathan Carpenter, 40, Mtn. View, was ticketed at 4:10 p.m. Feb. 23 on charges of driving without a valid license and failure to show proof of insurance.

Angela Smith, 41, Mtn. View, was ticketed at 7:16 p.m. Feb. 24 on a charge of having a dog at large. Officer First Class Kylie McGee.

Toby Orchard, 34, Mtn. View, was ticketed at 2:45 a.m. Feb. 24 on charges of driving while intoxicated and speeding by 6-10 mph. Officer Alexis Johnson.

James Lovan, 39, Pomona, was ticketed at 8:39 p.m. Feb. 26 on a charge of driving while suspended or revoked, then ticketed again about 10 minutes later on charges of failure to obey a stop sign, failure to register a motor vehicle, failure to show proof of insurance and failure to use headlights. Daniel Watson, 46, Poplar Bluff, was ticketed at 9:23 p.m. Feb. 27 on charges of failure to display state plates, failure to to obey a stop sign and having obstructed plates. Officer Matthew Combs.

Robert Ritter, 62, French Village, was ticketed at 5:58 a.m. Feb. 28 on a charge of trespassing. Officer Combs.

Ashley Rosa, 35, Mtn. View, was ticketed at 7:10 p.m. Feb. 28 on a charge of failure to obey a stop sign.

Chip Smith, 36, Willow Springs, was ticketed at 8:22 p.m. Feb. 28 on a seat belt violation charge. Cpl. Guidry.

Michael Richards, 43, Sioux Falls, S.D., was ticketed at 11:11 p.m. Feb. 28 on a charge of speeding by 16-19 mph over. Officer Combs.

Ethan Vanscoyk, 24, Mtn. View, was ticketed at 2:45 a.m. Feb. 29 on charges of failures to register a vehicle, use headlights and show proof of insurance. Officer Combs.

CALLS FOR SERVICE

On Feb. 23, the Missouri State Highway Patrol alerted police to a red and black motorbike traveling over 100 mph. Officer First Class McGee spoke to the driver of a black Honda Grom who said his bike’s speed maxed out at 59 mph.

Officer First Class McGee spoke to a woman on Feb. 23 whose daughter was at the Youth Center and overheard boys making threats about another boy, with plans to carry them out Feb. 26 at school. The information was relayed to School Resource Officer Travis Wilbanks.

On Feb. 24, Assistant Chief Stetson Schwien responded with other officers to East James Street for a report of in-progress domestic assault involving a man with a chainsaw trying to attack a woman. Before police arrived, the suspect ran on foot. Officers ensured the woman’s safety and requested assistance from the Howell County Sheriff’s Office and Missouri State Highway Patrol, and despite a thorough search of the area, the man was not found. The case is under investigation and a warrant application will be made.

Assistant Chief Schwien was dispatched on Feb. 24 to the intersection of WW Highway and south Highway 17 for a report of a shovel in the road. He was unable to find the shovel.

On Feb. 24, Lt. Trenton Roberts reported a vehicle that had been parked along the side of U.S. 60 for an extended amount of time, legally considered abandoned, was towed.

Lt. Roberts met with a person on Feb. 24 who had found a dog with no tags and did not know who the owner was. The dog was impounded.

On Feb. 24, Assistant Chief Schwien proved a funeral escort for Yarber Mortuary, traveling east on U.S. 60..

Assistant Chief Schwien made two attempts on Feb. 24 to contact the owners of a loose dog on Jackson Street, but was unsuccessful and would ask evening shift officers to follow up.

On Feb. 24, Assistant Chief Schwien received a report of a loose pit bull running around the area of Jackson and James streets. He was able to make contact with the dog’s owner, who had already secured the dog, and she told him the dog had run off before she could secure him to the tie-out. He checked that the dog was tied out properly and advised the owner to make sure the dog stayed secured.

Lt. Roberts was contacted on Feb. 24 by a man with questions about a person harassing him and damaging his property. After getting information from the officer, the caller said he wanted to fill out a complaint form.

On Feb. 24, Officers McGee and Johnson were dispatched to the area of James and South Jackson streets for a peace disturbance. They heard loud music and spoke to the person playing it and told them to turn it down.

Officer Johnson reported she stopped someone for speeding on Feb. 25 and found the driver to be intoxicated with a blood alcohol content twice the legal limit, which is 0.08. The driver was taken into custody.

On Feb. 25, Lt. Roberts conducted a well-being check on East James Street.

Lt. Roberts was dispatched Feb. 25 to East Seventh Street to assist emergency medical personnel with lifting a patient.

On Feb. 25, Lt. Roberts was dispatched to Jackson Street for multiple children cutting through yards. He spoke to the children.

Lt. Roberts was dispatched on Feb. 25 to Delp Road for a trespassing complaint. He was not able to find the suspect.

On Feb. 26, Officer First Class McGee encountered a driver with hazard lights turned on and stopped to assist. The driver said the vehicle’s dashboard was not working correctly, and they were able to get it working.

Chief Jamie Perkins responded on Feb. 26 to a call regarding a trespassing complaint. A man was sitting on the reporting party’s patio and refusing to leave. Chief Perkins spoke to the man, who then left.

On Feb. 26, Lt. Roberts spoke to a woman who said her ex-boyfriend was at her house trying to steal her car again. He took statements, and the woman said she just wanted to make sure her vehicle was no longer reported as stolen.

Chief Perkins arrested a woman Feb. 26 and released her to the Texas County Sheriff’s Office for a 24-hour hold on charges of burglary and receiving stolen property.

On Feb. 26, Lt. Roberts reported a vehicle presumed to be abandoned would be given one more day before being towed.

A woman went to the police department on Feb. 26 to report harassment from a tenant who was being evicted. Lt. Roberts took evidence of threatening and harassing communication and a formal complaint was made. Charges will be sought.

On Feb. 26, a resident of Jackson Street complained that a small black and brown dog from a home on Washington Street was at her house, barking at her and her children. Cpl. Guidry spoke to the dog’s owner and explained the issue, and the owner said she would make sure it was taken care of.

Officer Combs was dispatched Feb. 27 for a report of people screaming at each other. He spoke with a man and a woman, and the man said he was leaving to go to a relative’s house. The woman went back into the house.

On Feb. 27, Chief Perkins responded to city hall for a man in the lobby who was possibly intoxicated and refusing to give his name or reason for being there. Perkins spoke to the man and had him leave.

Chief Perkins responded to a residential alarm call for an open interior garage door on Feb. 27. The key holder said they were out of town; the house was secured and the key holder was contacted again.

On Feb. 27, Chief Perkins took a report from a woman who said another woman had hit her in the face with a phone. He gathered information and made plans to contact the caller. Cpl. Guidry followed up later that day, dropping off a complaint form at the caller’s home. He tried to make contact with a person involved but got no response at the door and left a business card. The complaint form was completed and picked up that day.

Officer Combs took a call from the manager of Casey’s General Store on Feb. 27 regarding a man in the restroom. He spoke to the man, who left.

On Feb. 28, Cpl. Guidry asked an elderly homeless man to leave the property of McDonald’s. The same man was trespassed from Signal gas station.

Howell County Deputy James Wardrip was contacted on Feb. 28 by a business manager and asked to trespass a person Mtn. View police had already had contact with. Officer Combs arrived and he and the deputy trespassed the man together. He reportedly returned to the property and was ticketed on a charge of trespassing.

On Feb. 28, Assistant Chief Schwien spoke with a driver of a vehicle that was disabled and blocking the southbound lane of an unspecified road. They were able to get the vehicle off the road and the driver said someone was coming to help move the vehicle.

Assistant Chief Schwien responded Feb. 28 to a report of a man in a blue truck, possibly intoxicated, with a small child in the vehicle with him. The officer spoke to the man, who was not under the influence and was OK.

On Feb. 28, Assistant Chief Schwien provided a funeral escort for Yarber Mortuary.

Assistant Chief Schwien was dispatched Feb. 28 to south Highway 17 for a report of a stranded motorist. He directed traffic until the vehicle was removed from the road.

On Feb. 29, Officer Combs was dispatched for a report of people fighting in the front yard. When he arrived, the people said there was no fighting, they were talking.

Assistant Chief Schwien received a call Feb. 29 about a vehicle possibly being broken down on Jackson Street, with hazards turned on. He responded to assist, and the driver said they were waiting for the morning bus to make a pickup.

On Feb. 29, Assistant Chief Schwien responded to a complaint of a man at a location where he did not live and refusing to allow the manager of the establishment to serve him a notice of trespass. The officer spoke to the man, advised him of the trespass notice and advised him to gather his things and leave the property.

Officer First Class McGee spoke to a person on Seventh Street about four dogs running loose. She was able to secure three of the dogs, but not the fourth. No one was at the home where the dogs lived, and plans were made to return to speak with the dogs’ owner.
