ARRESTS

James Alan Nichols, 32, was arrested Dec. 4 on a charge of failure to maintain financial responsibility and a warrant for failure to appear. He was released the same day on $193 cash bond. Officer Brent Keepes.

Kevin D. Thomas, 27, was arrested Dec. 6 on charges of possession of drug paraphernalia and stealing. He is held without bond.

Thomas Roy Flanagan, 54, was arrested Dec. 6 on two warrants for failure to appear and released Friday on $173 cash bond. Officer Keepes.

Amanda Nicole Ribaudo, 35, was arrested Dec. 7 on two warrants for failure to appear and released Sunday on $5,800 bond. Officer Ivie Powell.

Joshua Dale Carson, 38, was arrested Friday on a charge of being a fugitive from out of state on a felony warrant and released the following day without bond. Cpl. Thomas Manning.

Richard Lee Quinn, Jr., 20, was arrested Sunday on a charge of stealing and released the following day on $800 bond. Howell County Sheriff’s Deputy Shaun Duggins.

Herschell James Payne, 42, was arrested Sunday on a charge of not having a required license and released the same day without bond. Cpl. Manning.

Damon Barnett, 27, was arrested Sunday on a charge of violating an order of protection and released the next day without bond. Officer Robert Shell.

INCIDENT REPORTS

At 8:12 a.m. Dec. 4, officers were dispatched to the 1100 block of Davidson Street for a report of a disturbance. Officer Chris Barrett spoke with a min in the driveway of the home who said he and his girlfriend had argued.

Detective Joe Neuschwander reported at 1:51 p.m. Dec. 4 that the Mtn. Grove Police Department and Wright County Sheriff’s Department, on Nov. 30, each asked for a digital forensic extraction to be done on a cellular device as part of an ongoing investigation by that agency. The processes were completed and the devices and reports were provided to the case agents.

At 3:14 p.m. Dec. 4, a woman was contacted at the police department regarding a forgery case. Officers received information about what preceded the incident and tried to contact the suspect by cell phone, unsucessfully. The case will be referred to the Howell County Prosecutor’s Office. A man and woman informed police at 4:27 p.m. Dec. 4 of misuse of funds through their corporation, and requested documentation for their company. The Department of Mental Health is investigating the case. Officer Endress.

At 6:11 p.m. Dec. 4, officers traveled to the 2500 block of Kody drive to serve an arrest warrant. A man was taken into custody on a city warrant and later bonded out. Officer Keepes.

Officer Jacob Brixey conducted a traffic stop at 7:30 p.m. Dec. 4 at Broadway and Lincoln Avenue. The driver was found to have an active Wright County arrest warrant, and was arrested and taken to the Howell County Jail. She was also issued a ticket regarding the traffic stop.

At 9 p.m. Dec. 4, Officer Brixey responded to the 1400 block of Gibson Avenue as information had been received regarding the whereabouts of a person wanted on a Howell County warrant. The person was found, arrested and taken to the county jail.

Officer Jerry Mingus was dispatched at 10:22 p.m. Dec. 4 to the 1500 block of West First Street for a call regarding a domestic disturbance. The reporting party said a man with whom she shares a child had come to the home and she asked hime to leave, at which time he took a rifle from his vehicle and threatened to shoot himself. The rifle was taken and the man was made to leave.

At 2:09 a.m. Dec. 5, Deputy Daiman Meyer responded to Ozarks Healthcare for an ongoing disturbance. It was learned an assault had occurred and the driver of a vehicle was found to have been intoxicated. The case is open and active pending lab results and more information on the assault.

Officer Austin Deshazo was on general patrol at 1:11 p.m. Dec. 5 on Walnut Street, when he saw a stationary vehicle on Catalpa Street, the driver of which he knew from previous law enforcement experience to be a suspended driver. A traffic stop was completed and the driver arrested and taken to the city jail. The case will be sent to the municipal court for review.

At 4:14 p.m. Dec. 5, Sgt. Colter Reid responded to 10Box Cost Plus Grocery on Kentucky Avenue for a report of property damage and stealing that had occurred Oct. 15. The case is considered inactive and will be reopened if more information becomes known.

Cpl. Brent McKemie stopped a vehicle for having no plates at 4:26 p.m. Dec. 5 on Main Street. The driver was arrested for driving on a suspended license and taken to the city jail to be booked, processed and issued a ticket.

At 5:05 p.m. Dec. 5, Officer Brixey stopped a vehicle at the intersection of U.S. 63 and K Highway and found the driver to have revoked Missouri and Oklahoma driver’s licenses. The driver was arrested and taken to the city jail to be fingerprinted, then released with a court date. The vehicle was towed from the scene.

Detective Neuschwander reported at 10:21 a.m. Dec. 6 that on May 11, the Southwest Missouri Cyber Crimes Task Force was investigating a person in Douglas County seen to be in possession of child sexual abuse material. While examining the data on the person’s cellular devices, an identified woman was seen perpetrating graphic sexual abuse on an infant multiple times. On Oct. 23, the woman was interviewed by law enforcement after being read her rights and denied the allegations. Charges were sent to the Douglas County Prosecutor’s Office.

At 6:27 p.m. Dec. 6, officers responded to a home on Washington Avenue for a domestic disturbance. It was found that a domestic altercation occurred between family members, but the victim did not want charges sought. Officer Keepes.

Officers responded at 7:48 p.m. Dec. 6 to the Washboard Laundry Mat and spoke with a man regarding a peace disturbance that had been reported. The man was wanted on two active West Plains warrants, and was taken into custody, at which time drug paraphernalia was found on him, for which he was ticketed. Officer Keepes.

At 9:25 a.m. Dec. 7, officers were dispatched to the 700 block of Missouri Avenue for a report of stealing. Officer Barrett spoke with a woman who said someone took a license plate off her trailer.

Cpl. McKemie responded at 11:48 a.m. Dec. 7 to the 300 block of Trish Knight St. for a stealing incident. The case was forwarded to the detectives’ division for further investigation.

At 12:20 p.m. Dec. 7, Officer Powell recognized a woman, known from previous encounters, at Southern Hills Shopping Center that he knew to have an active city warrant out for her arrest. After making contact with her, he learned she had a Howell County arrest warrant out, as well. She was taken into custody and later found to be in possession of a possible controlled substance and paraphernalia. She was taken to the city jail.

A man went to the police station at 5:16 p.m. Dec. 7 to report the rear plate had been taken off of his vehicle while it was parked on the 1600 block of U.S. 63. He said he didn’t know when it had happened since the vehicle was parked in the same place for about three weeks. Officer Endress.

At 8:48 p.m. Dec. 7, officers were dispatched to Carte Square for a harassment call. The reporting party wanted to file a report for an incident that had occurred at their home. Officer Endress.

Sgt. Josh Wichowski took a report at 11:27 p.m. Dec. 7 regarding property stolen from a vehicle in the area of the West Plains Civic Center. Investigation is ongoing.

At 7:05 a.m. Friday, officers responded tot he 1800 block of Porter Wagoner Boulevard for property damage. The crime scene was secured and officers began an investigation and attempt to find the suspect. Charges will be forwarded to the county prosecutor’s office. Cpl. Manning.

Cpl. Manning arrested a man at 8:48 a.m. Friday on active city warrants. The man was taken to the jail to await extradition to another state for an out-of-state warrant.

At 7:31 p.m. Friday, Officer Endress was dispatched to the 400 block of Maple Street for a youth who had stolen. The officer returned the stolen property to its rightful owners. The case will be referred to the Juvenil Office upon further investigation.

Cpl. Brandon Stephens conducted a traffic stop at 9:45 p.m. Friday on Gibson Avenue for an equipment violation. The stop resulted in the arrest of the driver, a teen boy, on a charge of being a minor in possession of alcohol. The boy was released to his parents after processing.

At 11:23 a.m. Saturday, Officer Endress was dispatched to the 1600 block of Porter Wagoner Boulevard for a complaint of stealing. After gathering information, a store on the 1700 block of U.S. 63 said the person from the first store was now at that location. A woman was arrested and taken to the police station to be booked, fingerprinted and released with a ticket.

A woman asked at 2:10 p.m. Saturday to file a report for a stolen phone. Officer Endress took information about the phone and how it was stolen.

At 3:35 p.m. Saturday, Officer Mingus was dispatched to the 700 block of Sesson Street for missing property. The reporting party had lost some medication due to it possibly falling out of a pocket. The case is closed for lack of evidence.

Officer Mingus responded at 4:14 p.m. Saturday to Lofton Park on Worel Street for graffiti with vulgar words on a climbing wall.

At 7:44 p.m. Saturday, officers were dispatched to the 800 block of Hickory Street for a suicidal person, who was taken to Ozarks Healthcare for a 96-hour mental health evaluation hold. Officer Nathaniel Siegrist.

Officers were dispatched at 9:19 p.m. Saturday to the 100 block of South Howell Avenue for a suicidal person, who was taken to Ozarks Healthcare for a 96-hour mental health evaluation hold. Officer Siegrist.

At 11:50 p.m. Saturday, officers conducted a traffic stop on Jackson Street for a vehicle with a rear light out. The driver’s status was found to be revoked. The driver was arrested and taken to the city jail for booking. Officer Edward Heuchelin.

Officers stopped a vehicle with expired plates at 11:10 a.m. Sunday on U.S. 63. The driver was found to have revoked privileges and taken to the city jail to be fingerprinted and released with a ticket. Cpl. Manning.

At 4:06 p.m. Sunday, Officer Brixey was dispatched to the 2300 block of Lynn Drive for a report of a violation of an order of protection. He spoke to the victim and found the order had been violated. The subject of the order was later stopped by an other officer on a traffic stop and placed under arrest, taken to the city jail and placed on a 24-hour hold pending formal charges. A probable cause statement was forwarded to county prosecutors.

At 5:43 p.m. Sunday, officers were dispatched to the 400 block of West Broadway for a complaint of stealing. A report was taken. Officer Shell.

Officers were dispatched at 9;39 p.m. Sunday to the 500 block of South Harlin Drive for a vehicle fire. A report was completed for documentation. Officer Siegrist.
