ARRESTS

Eric Elton Childers, 62, was arrested Dec. 11 on charges of trespassing, two counts. He was released Dec. 14 on $567 cash-only bond. Officer Austin Deshazo.

Sesar Delgado, 18, was arrested Dec. 11 on a warrant for failure to appear and released the same day on $300 bond. Cpl. Brandon Stephens.

Linsey M. Brege, 25, was arrested Dec. 11 on a warrant for failure to appear and released the same day on $300 bond. Officer Robert Shell.

Hayden Chandler See Crass, 23, was arrested Dec. 11 on two warrants for failure to appear and released the same day on $500 bond. Cpl. Stephens.

James Nichols, 32, was arrested Dec. 11 on two warrants for failure to appear and released the same day on $500 bond. Officer Shell.

Tanya Marie Miller, 49, was arrested Dec. 12 on a charge of third-degree domestic assault and released the following day without bond. Officer Shell.

Louise Luvesta Rhine, 65, was arrested Dec. 13 on a charge of speeding by 11-15 mph over and a warrant for failure to appear. She was released the following day on $199 bond.

Lily Elizabeth Strunk, 19, was arrested Dec. 14 on a warrant for failure to appear and released the same day on $200 bond. Officer Daiman Meyer.

Theresa Jean Mesa, 55, was arrested Dec. 14 on charges of trespassing, two counts; a warrant for failure to appear; and a court-ordered commitment. She is held on $2,900 bond. Officer Shell.

Jeremy Dewayne Kostelnik, 37, was arrested Dec. 14 on a charge of not having a required license and released the same day without bond. Cpl. Thomas Manning.

Mackenzie Cheyenne Renfro, 25, was arrested Dec. 15 on a charge of stealing and released the same day without bond. Cpl. Manning.

Joann Marie Davis, 47, was arrested Dec. 15 on a fugitive warrant out of Oklahoma. She was released from Howell County custody without bond.

Christopher Paul Lawrence, 49, was arrested Dec. 17 on a charge of stealing and released the same day without bond. Cpl. Manning.

Tadan P. Freeman, 23, was arrested Dec. 18 on a charge of stealing and released the same day without bond. Officer Shell.

John William Johnson, 52, was arrested Dec. 20 on a charge of stealing and released Saturday on $800 bond. Cpl. Manning.

Allen Paul Casady, 46, was arrested Dec. 22 on a charge of second-degree domestic assault and released the following day without bond. Cpl. Stephens.

Andrea May Kester, 33, was arrested Saturday on a charge of stealing and released the same day without bond. Officer Deshazo.

Matthew Franklin Brewer, 48, was arrested Sunday on a charge of violating an order of protection and released the following day without bond. Howell County Sheriff’s Deputy Robert Malone.

Loni Ellis, 41, was arrested Sunday on a charge of driving while intoxicated resulting in physical injury and released the following day without bond. Officer Deshazo.

INCIDENT REPORTS

At 8:35 a.m. Dec. 11, the Southwest Missouri Cyber Crimes Task Force, Homeland Security Investigations of Springfield and West Plains police executed a residential search warrant on the 1400 block of Sixth Street concerning the sexual exploitation of children. A cellular device was seized as evidence and charges are pending the completion of digital forensics. Detective Joe Neuschwander.

Officer Deshazo was on general patrol at 10:59 a.m. Dec. 11 on the 400 block of Joe Jones Boulevard when he saw a person known to him from past law enforcement encounters to be wanted on warrants. The person entered a home, and the officer made contact with him, arrested him and took him to the city jail to be booked.

At 11:32 a.m. Dec. 11, Officer Chris Barrett responded to the 800 block of Missouri Avenue for a verbal domestic disturbance and confirmed it was verbal only.

Officer Ivie Powell responded at 12:06 p.m. Dec. 11 to the 800 block of Worley Drive for an attempted trailer theft. The reporting party advised an unknown person tried to steal the trailer, causing more than $750 in damage to it.

At 12:16 p.m. Dec. 11, officers were dispatched to the 700 block of North Kentucky Avenue for property damage. A report was taken. Officer Shell.

Officer Levi Endress was dispatched at 3:31 p.m. Dec. 11 to the police station lobby to talk to someone with a complaint about stolen property. A man wanted to file a report for landscaping bricks stolen from the 900 block of Woodland Avenue.

At 4:09 p.m. Dec. 11, Cpl. Stephens responded to the 1100 block of St. Louis St. to serve an arrest warrant. A man was arrested and taken to the city jail.

Officers were on patrol at 4:42 p.m. Dec. 11 on Broadway and conducted a traffic stop. A woman was arrested on an outstanding warrant and taken to the city jail. Officer Shell.

At 5:05 p.m. Dec. 11, Cpl. Stephens responded to the 1600 block of Preacher Roe Boulevard to serve an arrest warrant. A man was arrested and taken to the city jail, then released after posting bond.

Officers were dispatched at 5:30 p.m. Dec. 11 to the police station for a man who wanted to turn himself in on outstanding warrants. The man was taken into custody and booked into the city jail. Officer Shell.

Officer Endress was dispatched at 7:44 p.m. Dec. 11 to a business on the 1300 block of Preacher Roe Boulevard for stealing. A man was identified and arrested, then booked, fingerprinted, ticketed and taken to the Howell County Jail for an outstanding warrant from Lincoln County.

At 9:47 a.m. Dec. 12, officers were dispatched to the police station for a court order violation. A woman was contacted and a report was taken. Charges will be referred to the county prosecutor’s office. Officer Shell.

Cpl. Brent McKemie stopped a vehicle at 11:54 a.m. Dec. 12 on Broadway as the driver was not wearing a seat belt. The driver was arrested on a charge of driving with a suspended license, then taken to the jail and released with tickets.

At 12:46 p.m. Dec. 12, Officer Deshazo responded to the police station for a report of stealing. Property had been stolen and a report was taken. The case is open and active.

Officers were dispatched at 3:29 p.m. Dec. 12 to the 300 block of East Third Street for a domestic assault in progress. A woman was spoken to and a report was taken. A suspect was later contacted and arrested, then taken to the city jail for booking and placed on a 24-hour hold pending formal charges.

At 5:31 p.m. Dec. 12, officers responded to the police station for an out-of-control child. She was taken to the hospital by ambulance for an evaluation. Officer Brent Keepes.

Officer Jacob Brixey conducted a traffic stop at 7:38 p.m. Dec. 12 at the intersection of Missouri Avenue and First Street. The driver was released with multiple tickets and the vehicle towed from the scene as it was unsafe to drive.

At 1:13 a.m. Dec. 13, police opened an investigation into property damage that occurred in the civic center parking lot. Investigation continues. Officer Edward Heuchelin.

Officer Meyer responded at 3:42 a.m. Dec. 13 to the 100 block of Summit Street for a report of stolen property. It was learned a child had taken his parents’ firearm without permission. The case was referred to the prosector’s office for review.

At 8:18 a.m. Dec. 13, Cpl. McKemie completed a report regarding lost property on the 1100 block of Porter Wagoner Boulevard. The property was entered into a law enforcement database as lost or stolen.

Officer Jacob Miller was dispatched at 8:56 a.m. Dec. 13 to the police station for a stealing complaint. The case is inactive pending more information.

At 12:03 p.m. Dec. 13, Cpl. McKemie attempted to arrest someone wanted on felony warrants, but the person fled from officers and was not found. Charges are sought.

Officer Brixey stopped a vehicle at 4:22 p.m. Dec. 13 at the intersection of Preacher Roe Boulevard and U.S. 63. The driver was arrested on a Texas County warrant, issued a ticket and taken to the Howell County Jail.

At 5:44 p.m. Dec. 13, officers conducted a traffic stop on Porter Wagoner Boulevard that resulted in a man being arrested on a charge of driving while suspended. The driver was later released with tickets. Officer Brixey.

At 9:58 p.m. Dec. 13, officers responded to a domestic disturbance call on the 100 block of East Olden Street. It was learned the incident was physical and involved a couple in a romantic relationship. The victim did not want charges sought and the parties were separated for the night. Officer Keepes.

Officer Brixey stopped a vehicle at 10:38 p.m. Dec. 13 near the intersection of U.S. 63 and McFarland Drive. The driver was arrested and taken to the city jail on a charge of driving while intoxicated and the vehicle was towed from the scene. The driver was released with multiple tickets.

At 12:19 a.m. Dec. 14, Officer Meyer stopped a vehicle on Hubert Redburn Drive and learned the driver was wanted on a municipal warrant. The driver was arrested and taken to the city jail, where she was released after posting bond.

Officer Meyer stopped a vehicle at 2:29 a.m. Dec. 14 on Alaska Avenue. The driver was found to be intoxicated and was placed under arrest, taken to the city jail and booked, then released with tickets.

At 5:38 a.m. Dec. 14, officers stopped a vehicle on U.S. 63 for speeding and the driver was issued three tickets and released. Officer Heuchelin.

Officer Meyer was advised by a Howell County bailiff at 9:15 a.m. Dec. 14 of a man with an active arrest warrant at the courthouse. The man was arrested and taken to the county sheriff’s office for booking.

At 10:21 a.m. Dec. 14, officers were dispatched to the municipal court to serve a warrant. A woman was arrested on multiple warrants and taken to the city jail for booking. It was later found she had brought an illegal substance into the jail. Charges will be forwarded to the county prosecutor’s office. Officer Heuchelin.

Officers stopped a vehicle at 10:35 a.m. Dec. 14 on Pierce Street as the driver was not wearing a seat belt. The driver was found to be driving while suspended or revoked, and taken to the city jail to be booked and released with a ticket. Cpl. Manning.

At 2:29 p.m. Dec. 14 an Officer Endress was dispatched to the police station to take a report for documentation of stealing that occurred on the 500 block of Locust Street.

Officer Endress was dispatched at 3:22 p.m. Dec. 14 to the 1500 block of Imperial Drive to serve an arrest warrant. A man was arrested and taken to the county jail.

At 4:56 p.m. Dec. 14, Cpl. Stephens stopped a vehicle on Broadway for an equipment violation and found the driver to be impaired. The driver was arrested and a blood sample was taken. Charges are pending lab results.

Officers were dispatched at 11:07 a.m. Dec. 15 to the area of West Plains High School for a youth with a nicotine product. The case is closed with no charges at this time. School Resource Officer Conner Burnes.

At 11:08 a.m. Dec. 15, officers were dispatched to the area of West Plains High School for youths with a nicotine product. The case will be sent to the juvenile office.

Officer Barrett conducted a traffic stop at 12:36 p.m. Dec. 15 on a black SUV with expired plates on Porter Wagoner Boulevard. The driver was found to have active warrants for his arrest out of Cabool, and was taken into custody and to the Howell County Sheriff’s Office.

At 12:54 p.m. Dec. 15, Officer Powell conducted a traffic stop on Garfield Avenue for a vehicle without plates. The driver was found to have an active warrant out for her arrest. She was arrested and taken to the county jail.

Officers were called at 1:03 p.m. Dec. 15 to the 700 block of Kentucky Avenue for stealing. After an investigation, a woman was arrested and released after booking, with formal charges pending. Cpl. Manning.

At 1:18 p.m. Dec. 15, Officer Miller arrested a wanted suspect on the 1500 block of Imperial Drive and transported her to the jail.

Officer Endress was dispatched at 2:55 p.m. Dec. 15 to the 1500 block of Imperial Drive to serve an arrest warrant. A man was arrested and taken to the Howell County Jail.

At 3:05 p.m. Dec. 15, officers were dispatched to the area of West Plains High School, where a reporting party said THC (cannabinoid) and nicotine vape products were found in possession of a youth. The case is under investigation. SRO Burnes.

Officer Endress was dispatched at 3:17 p.m. Dec. 15 to the 1700 block of Porter Wagoner Boulevard, where a man reported his clothing had been stolen.

At 5:15 p.m. Dec. 15, officers were dispatched to Shamrock Gas Station on St. Louis St. for a disturbance. It was learned property had been damaged. The case was referred to the city prosecutor’s office. Officer Nathaniel Siegrist.

Officer Endress responded to a court order violation at 5:19 p.m. Dec. 15 at the police station and took a report.

At 7:29 p.m. Dec. 15, Officer Endress was dispatched to the police station for property found on Robinwood. The property was placed into evidence for safekeeping until it could be claimed by the owner.

Officers responded at 12:44 a.m. Dec. 16 to a domestic disturbance on the 1200 block of Aldridge Street. The case is closed due to an uncooperative victim. Cpl. Wes Stuart.

At 11:53 a.m. Dec. 16, Officer Deshazo responded to the police station for a report of an assault. He spoke with the victim and learned a domestic assault had occurred, along with kidnapping, endangering the welfare of a child and stealing. The suspect was not able to be located. A report was taken and will be forwarded to county prosecutors, where charges will be sought.

Officers were dispatched at noon Dec. 16 to Preacher Roe Boulevard for a report of stealing from a business on the 1300 block of Southern Hills Plaza. The suspect was found on Worley Drive and arrested on a charge of stealing. Officer Barrett.

At 2:32 p.m. Dec. 16, Officer Deshazo responded to a crash that occurred in a parking lot on Imperial Drive. An accident report was taken as well as an informational report of documentation. The case is closed.

Officers were dispatched at 3:08 p.m. Dec. 16 to the 1100 block of Lanton Road for a domestic disturbance. A person was taken to Ozarks Healthcare for a mental evaluation. Officer Siegrist.

At 4:17 p.m. Dec. 16, officers were dispatched to the 1800 block of Gibson Avenue to take a report of a miscellaneous offense. The case was logged as enticement of a child younger than 15, or attempt, by someone older than 21. Officer Shell.

Officers were dispatched at 8:47 p.m. Dec. 16 to the 2600 block of Ross Lane for a domestic disturbance. A woman was spoken to and a report was taken.

Officers were dispatched at 11:14 a.m. Dec. 18 to the 600 block of Dixon Street for a theft report. After officers cleared the scene, the reporting party contacted Officer Barrett and advised the item had been found and was not stolen. The case is closed.

At 1:41 p.m. Dec. 18, Officer Powell responded to the 2000 block of K Highway regarding the theft of electricity from a home. The reporting party advised a man living in a trailer next door had been using an extension cord to use her electricity without her consent. Charges will be forwarded to the county prosecutor.

Officers responded at 3:22 p.m. Dec. 18 to an in-progress stealing incident on the 700 block of Kentucky Avenue. A man was arrested and taken to the police station to be booked, fingerprinted and released with a ticket. Officer Endress.

At 4:14 p.m. Dec. 18, officers were dispatched to a traffic crash. A woman was arrested and taken to the police department for booking and fingerprinting, then released with tickets. Officer Endress.

A voluntary statement form was provided to an officer at 5:15 p.m. Dec. 18. The parties connected to the form were contacted and their statements obtained. The case is under investigation.

A5 12:23 a.m. Dec. 19, Officer Meyer responded to K Highway for a domestic disturbance and learned a man had assaulted his domestic partner. He was apprehended, but resisted and assaulted law enforcement. He was then arrested and taken to Ozarks Healthcare for a 96-hour mental health evaluation. The case was referred to the Howell County Prosecutor’s office for review.

Officer Deshazo responded at 7:07 a.m. Dec. 19 to the 2700 block of Burke Avenue for a disturbance. He learned a man was refusing to leave a residence, but had left before the officer arrived. A report was taken for documentation.

At 9:49 a.m. Dec. 19, Officer Deshazo responded to the 2200 block of Debra Drive for a harassment complaint. A report was taken and investigation is ongoing.

Officer Deshazo received information at 11 a.m. Dec. 19 that a person known to him through prior law enforcement encounters was at a business on the 100 block of North Howell Avenue. The man was found near the nearby railroad tracks, and fled on foot, climbing onto the railcar of a moving train. Officers found the man again a short time later off of Bratton Avenue, where a short foot pursuit took place. The man was taken into custody and taken to the sheriff’s office. The case will be sent to the county prosecutor’s office, where charges for resisting arrest will be sought.

At 7:04 p.m. Dec. 19, Officer Brixey was dispatched to a domestic disturbance on the 2400 block of McFarland Drive. A report was taken and the incident is closed.

Officer Brixey stopped a vehicle at 8:34 p.m. Dec. 19 at the intersection of Broadway and Nebraska Street. Suspected controlled substances were found in the vehicle and sent to the Missouri State Highway Patrol lab for identification. The case is open pending lab results.

At 9:42 p.m. Dec. 19, Officer Jerry Mingus was dispatched to the 2100 block of Terra Street for a disturbance. The reporting party said her roommate had become upset and began breaking things inside the home.

The Southwest Missouri Cyber Crimes Task Force was conducting an online investigation at 8:21 a.m. Dec. 20, on a peer-to-peer file sharing network for offenders sharing child sexual abuse material (CSAM). The. Investigation began with a device in Springfield, associated with a torrent link that references at least one file identified of being of interest to investigators. Detective Neuschwander.

At 9:12 a.m. Dec. 20, officers responded to the Howell County Sherrif’s Office to serve a warrant. Cpl. Manning.

The Southwest Missouri Cyber Crimes Task Force received four cyber tips at 10:26 a.m. Dec. 20 from the National Center of Missing and Exploited Children indicating that Synchronoss Technologies, a digital (cloud) storage provider observed for instances of a subscriber distributing CSAM on its servers. The suspect is possibly in the Wright County area. Detective Neuschwander.

At 3:24 p.m. Dec. 20, officers were dispatched to the area of Curry and Summers Streets for a suicidal person. The person was found and a traffic stop was conducted. The person was taken to Ozarks Healthcare for a 96-hour mental health evaluation. Officer Siegrist.

Officers were dispatched at 4:53 p.m. Dec. 20 to the 800 block of Lanton Road for a domestic dispute. All parties were separated and the incident was documented. Officer Siegrist.

At 12:38 a.m. Dec, 21, officers stopped a vehicle on Porter Wagoner Boulevard for a lighting violation. The driver was issued two summonses, arrested and released after booking. Officer Heuchelin.

Officer Meyer conducted a traffic stop at 2:14 a.m. Dec. 21 on U.S. 63. The driver was found not to have a valid license. The driver was arrested, taken to the city jail, booked, fingerprinted and released with tickets.

At 5:48 a.m. Dec. 21, Officer Meyer responded to the 500 block of Harlin Drive for a report of an ongoing disturbance. Nothing physical was found to have occurred and the victim did not want to pursue legal action.

The Howell County Sheriff’s Office requested assistance from police to use a drone for an ongoing investigation in the county’s jurisdiction at 9:03 a.m. Dec. 21. The mission was concluded without incident. Detective Neuschwander.

At 11:29 a.m. Dec. 21, Officer Miller was dispatched to the police station for lost or stolen property. The property was found and the case is closed.

Officers responded at 12:56 p.m. Dec. 21 to the Probation and Parole Office to serve a warrant. A man was arrested and taken to the jail. Officer Barrett.

At 5:44 p.m. Dec. 21, officers were dispatched to the police station regarding property damage to a vehicle. It was learned that a vehicle’s tire had been damaged in a parking lot on Kentucky Avenue. The suspect is unknown and further investigation will be done. Officer Keepes.

Officers responded at 7:15 p.m. to Walmart for a report of shoplifting. The suspect was identified, located and ticketed on the charge. The case is closed. Officer Whitley Clark.

At 11:38 p.m. Dec. 21, Officer Meyer stopped a vehicle on St. Louis Street and learned the driver was impaired. The driver was arrested, taken to the city jail, booked, fingerprinted and released.

Officers responded at 7 a.m. Dec. 22 to the 200 block of Lexington Avenue for property damage. An investigation was completed and a report filed. Cpl. Manning.

At 4:16 p.m. Dec. 22, officers responded to the West Plains Motel for a domestic assault between a man and woman. The man was placed under arrest and held on a 24-hour hold pending formal charges for second-degree domestic assault. Cpl. Stephens.

Officers were dispatched at 7:13 p.m. Dec. 22 to the 2100 block of Hubert Redburn drive for a disturbance. A person was taken into custody for a 24-hour hold pending formal charges for first-degree robbery. A probable cause statement was completed and referred to the county prosecutor’s office. Officer Siegrist.

At 11:16 p.m. Saturday, officers were dispatched to the 700 block of Kentucky Avenue for a report of stealing in progress. A woman was arrested, pending formal charges. Cpl. Manning.

Officer Mingus was dispatched at 4:37 p.m. Saturday to the 500 block of St. Louis Street for found property. A knife was located on the ground bearing apparent “blood and meat matter” and was sent to the state patrol lab for testing.

At 7:45 p.m. Saturday, officers were dispatched to Taco Bell in Southern Hills Shopping Center for a complaint of stealing. The incident was documented and remains under investigation. Officer Siegrist.

Officer Brixey was dispatched to a two-vehicle crash at U.S. 63 and K Highway. The drive of one vehicle, with two small children in the vehicle, was found to be intoxicated, and was arrested and taken to the city jail and placed on a 24-hour hold pending formal charges. The children were turned over to family members on the scene. Both vehicles were towed due to damage.

At 6 p.m. Sunday, Officer Mingus was dispatched to the 3600 block of Quail Run for an alarm call. An open door was found. The residence was cleared and found to be untouched.

Officers were dispatched at 6:08 p.m. Sunday to a call of stealing near the 1200 block of Columbus Street. A report was taken. Officer Shell.

At 8:31 p.m. Sunday, Officer Mingus was dispatched to respond to a careless and imprudent driver reported by a third-party caller. A stop was made and the driver was arrested on a charge of driving while intoxicated, issued two tickets and placed on a 12-hour hold.
