ARRESTS

Dustin Ivan Jordan Eastland, 27, was arrested Feb. 26 on three warrants for failure to appear and released Feb. 29 on $1,525 bond, $525 of which was cash-only. Officer Edward Heuchelin.

Dakota Earl, Hanson, 20, was arrested Feb. 26 on a charge of first-degree property damage and released the same day without bond. Officer Jesse Martin.

Joshua David Phillips III, 29, was arrested Feb. 26 on a charge of assault and released the same day without bond. Officer Austin Deshazo.

Justice Blake Martin, 19, was arrested Feb. 26 on a charge of being a minor in possession and released the same day on $1,500 bond. Cpl. Thomas Manning.

Sean David Foster, 29, was arrested Feb. 26 on a charge of leaving the scene of a crash and released the following day without bond. Officer Robert Shell.

Randy Gene Hayes, 61, was arrested Feb. 26 on charges of driving while revoked or suspended, failures to proof of financial responsibility and to register a vehicle, and resisting arrest by fleeing, creating substation risk of serious injury or death. He was released the following day without bond. Cpl. Manning.

Triniti Nikole Beck, 23, was arrested Feb. 27 on a charge of first-degree burglary and released the following day without bond. Officer Ivie Powell.

Ashley LaDawn Stokes, 34, was arrested Feb. 27 on a charge of first-degree burglary and released the following day without bond. Sgt. Brandon Romans.

Brandon DeJoseph All Parker, 21, was arrested Feb. 27 on a warrant for failure to appear and released March 1 without bond. Officer Shell.

Maikol Alfonso, 25, was arrested Feb. 28 on charges of failure to yield to an emergency vehicle with activated lights and siren, failure to maintain proof fo financial responsibility and forgery. He was released the following day without bond. Officer Brent Keepes.

Derek Thomas Echternacht, 19, was arrested March 1 on a charge of stealing and released without bond. Detention Officer Tyler Morgan.

Cecil Eugene Stephens, 57, was arrested Saturday on a charge of driving while revoked or suspended, repeat offense and released Monday without bond. Officer Jacob Miller.

Jill Rosemarea Donica, 45, was arrested Sunday on a charge of fourth-degree domestic assault, repeat offense, and released the following day without bond. Officer Jerry Mingus.

Andrew Phillip Duncan, 56, was arrested Sunday on a warrant for failure to appear and held on $903.09 cash-only bond. Cpl. Manning.

Justin Edward Fletcher, 40, was arrested Sunday on a charge of violating an order of protection and released the following day without bond. Officer Shell.

INCIDENT REPORTS

At 4:24 a.m. Feb. 26, Cpl. Wes Stewart received a report from a woman that her vehicle had intentionally been struck by another, and the tires had been cut. A suspect was identified, taken into custody and placed on a 24-hour hold. A probable cause statement was sent to the county prosecuting attorney’s office seeking charges for first-degree property damage and second-degree tampering with a vehicle.

The Southwest Missouri Cyber Crimes Task Force, Homeland Security Investigations of Springfield and Douglas County Sheriff’s Office served a residential search warrant at 6:59 a.m. Feb. 26 on the 24000 block of Highway 14 in rural Douglas County. Items capable of storing digital media were seized as evidence and a person was taken into custody on unrelated charges. Charges are pending the outcome of digital forensics. At 8:43 a.m. Feb. 26, two handguns were found on the 1900 block of Kissinger Street and placed into evidence for safekeeping. Cpl. Stephens.

A report of harassment was taken at 8:44 a.m. Feb. 26 in the are of Zizzer Pride Academy and forwarded to the Howell County Juvenile Office. School Resource Officer Whitley Clark.

At 11:11 a.m. Feb. 26, officers were dispatched to the area of West Plains High School for a youth with nicotine products. The case will be sent to the Juvenile Office. SRO Conner Burnes.

Officers responded at 12:29 p.m. Feb. 26 to the 1500 block of Bill Virdon Blvd. for a reported assault. A man was arrested and taken to the city jail. The case will be reviewed by municipal courts. Officer Deshazo.

At 2:29 p.m. Feb. 26 officers served an arrest warrant at the police station, taking a man into custody on active warrants, on which he later bonded out. Cpl. Manning.

Officers were dispatched at 3:18 p.m. Feb. 26 to a two-vehicle crash at the intersection of Olden Street and St. Louis St. A woman was spoken to and a report was taken. A man was later arrested with charges to be forwarded to the county prosecutor’s office. Officer Shell.

At 4:19 p.m. Feb. 26, a man went to police to report stealing from his bank account. A report was taken and suspects identified. The case is open for further investigation. Officer Jacob Brixey.

Officers observed a man, who was known to them to drive with a revoked license, driving at 4:20 p.m. Feb. 26 on Bill Virdon Boulevard. A traffic stop was conducted and the man was taken into custody pending a formal charge of driving while revoked. Cpl. Manning.

At 4:50 p.m. Feb. 26, Officer Brixey responded to the 1900 block of Debra Drive to take a report of theft. The case is considered inactive pending further investigation.

Officers responded at 6:15 p.m. Feb. 26 to the 900 block of Webster Street for a report of a sex crime, logged as nonconsensual dissemination of private sexual images. An investigation was conducted and the case was forwarded to county prosecutors. Cpl. Manning.

At 7:50 p.m. Feb. 26, officers responded to the 700 block of Kentucky Avenue for a call regarding stolen property. A suspect was identified but not located. The case will be forwarded to the municipal court for formal charges. Cpl. Manning.

Officer Powell responded at 7;53 a.m. Feb. 27 to the 2100 block of Hubert Redburn drive for a burglary report. The victim reported her home was broken into and items were stolen. Three suspects were identified and two were found and taken into custody and placed on a 24-hour hold pending formal burglary charges. A probable cause statement will be completed on the third suspect and forwarded to county prosecutors. The stolen items were recovered and are held at the police department.

At 9:01 a.m. Feb. 27, Officer Deshazo responded to the police department for a report of found property, which was placed into a temporary locker for safekeeping.

At 11:57 a.m. Feb. 27, Officer Deshazo responded to Texas Avenue for a report of a power line blocking the road and laying on a vehicle. He took a report for informational purposes regarding the vehicle, which was damaged.

Officer Deshazo responded at 12:35 p.m. Feb. 27 to the 1300 block of Southern Hills Drive to take a report of stealing. The case is being investigated.

At 1:04 p.m. Feb. 27, The Howell County Sheriff’s Department requested a digital forensic examination be done on a computer tower for an investigation in that jurisdiction. The computer and a report were provided to the case agent. Detective Neuschwander.

Officer Jacob Beadell responded at 4:15 p.m. Feb. 27 to the 3000 block of Division Drive for a report of property damage. The reporting party provided a photo of the damage, the suspect’s identity and a confession from the suspect. A probable cause statement was sent to the Juvenile Office for a charge of second-degree property damage.

At 5:13 p.m. Feb. 27, Officer Beadell responded to a business alarm on the 3000 block of U.S. 63. He announced his presence and went inside, but did not find anything that appeared to be amiss, nor was anyone inside.

Officers served a failure-to-appear warrant at 8:38 p.m. Feb. 27 near the 3000 block of U.S. 63, resulting in a man being taken into custody and taken to the city jail. Officer Shell.

At 4:13 a.m. Feb. 28, Sgt. Josh Wichowski observed a pickup truck driving north on Porter Wagoner with no plates and a nonworking driver’s side brake light. He stopped the truck and searched it with the driver’s consent, reportedly seizing controlled substances and drug paraphernalia as a result. Formal charges will be pending through the county prosecutor’s office when lab results are received; the case is active and open.

Officer Daiman Meyer responded at 4:56 a.m. Feb. 28 to the area of Porter Wagoner Boulevard to assist another officer with a traffic stop. During the stop, it was learned a person had been assaulted. A suspect was identified and arrested on active warrants; the case, logged as first-degree rape or attempt, is open and active pending further investigation.

At 6:23 a.m. Feb. 28, Officer Martin was dispatched to the 800 block of East Main Street for a disturbance. Upon speaking to the person, he realized they were having a mental health crisis. The person was taken to Ozarks Healthcare for a 96-hour mental health evaluation hold.

Officer Keepes stopped a vehicle with fraudelant plates at 4:14 p.m. Feb. 28 on Preacher Roe Boulevard. The vehicle was initially stopped because it did not pull over or slow down for an emergency vehicle with lights and siren activated. The driver was reportedly found not to have a valid license or proof of insurance, and was in possession of falsified registration documents in addition to plates. The driver was placed on a 24-hour hold pending formal charges.

At 6:47 p.m. Feb. 28, officers stopped a vehicle driven by a suspended driver, who was then arrested and taken to the city jail, where he was booked and released with a ticket. Cpl. Manning.

Officer Beadell was dispatched at 9:13 p.m. Feb. 28 to the 1000 block of St. Louis Street for a report of a suicidal person. He was able to make contact with the person, who was placed on a 96-hour mental health evaluation hold at Ozarks Healthcare.

At 9:35 p.m. Feb. 28, officers were asked to do a well-being check on the 900 block of North Howell Avenue. A man was taken to the hospital and placed on a 96-hour mental health evaluation hold. Officer Keepes.

Officers were dispatched at 11:24 a.m. Feb. 29 to the area of West Plains High School for several youths with nicotine products. The case will be sent to the Juvenile Office. SRO Burnes.

At 1:15 p.m. Feb. 29, Officer Powell responded to the 600 block of Walnut Street to serve felony arrest warrants on a man there. The wanted man was seen running from the scene, then located soon after under a shed. When he was found he reportedly began resisting arrest, but was taken into custody after a short altercation which injured Powell’s face and left knee. The suspect complained of his left arm hurting and was taken to Ozarks Healthcare, and once released from there, was taken to the Howell County Jail. A probable cause statement will be sent to county prosecutors.

The Southwest Missouri Cyber Crimes Task Force, Homeland Security Investigations in Springfield and the Webster County Sheriff’s Office served a residential search warrant at 2:39 p.m. Feb. 29 in the 500 block of South Buffalo Street in Marshfield. Several items capable of storing digital media were taken as evidence. A person was taken into custody on unrelated charges and additional charges are pending the completion of forensic examinations of the seized property. Detective Neuschwander.

At 2:56 p.m. Feb. 29, Detention Officer Morgan found several knives in a locker at the police station. All were placed in evidence to be destroyed.

Officer Beadell was dispatched at 4 p.m. Feb. 29 to the 1400 block of Broadway for property damage. He spoke to the victim and took pictures of the damage The case will remain open pending an interview with a possible suspect.

At 5:04 p.m. Feb. 29, Officer Beadell completed an incident report and investigation regarding possible parental kidnapping in the area of the 300 block of Monks Street. The case was closed due to lack of substantial evidence.

Officer Beadell responded at 10:10 p.m. Feb. 29 to Ozarks Healthcare for an report of an assault. He spoke to four victims and took their statements, then identified a suspect and reviewed footage of the incident. Charges are sought.

At 11:19 p.m. Feb. 29, a traffic stop was made on Thayer Avenue, in which the driver was found to be operating under the influence of drugs. The driver was arrested, booked and processed, and the case is open and active pending lab results. Officer Meyer.

Sgt. Wichowski responded at 1:58 a.m. March 1 to a home on the 1100 block of Newton Street for a suicidal person, who as placed on a 96-hour mental health evaluation hold. A report was taken for documentation.

At 9:17 p.m. March 1, officers were dispatched to the area of Cherry and Maple streets for a disturbance. It was found that a domestic altercation had happened between a man and woman, but because the victim declined to cooperate, the case is closed and no charges are sought. Officer Keepes.

Cpl. Stuart stopped a vehicle for speeding at 12:17 a.m. Saturday on the 3000 block of Porter Wagoner Boulevard. The driver was found to be unlicensed and ticketed.

At 2:29 a.m. Saturday, officers were dispatched to a domestic disturbance on the 1200 block of Jackson Street. A report was completed for documentation, as no criminal allegations were made. Cpl. Stuart.

Officers responded at 10:13 a.m. Saturday to the 600 block of Walnut Street for a drug overdose. A man was treated and taken by ambulance to Ozarks Healthcare for the overdose. The report was completed for documentation and the case is closed.

At 12:12 p.m. Saturday, Officer Chris Barrett was dispatched to the police department for a person obliging with a court-ordered jail commitment.

Officers were dispatched at 5:08 p.m. Saturday to a business on the 1300 block of Preacher Roe Boulevard for a report of stealing. The incident was documented and the case is considered closed. Officer Nathaniel Siegrist.

At 5:57 p.m. Saturday, officers were notified of paraphernalia found at a business on the 1300 block of Preacher Roe Boulevard, which was taken and placed into evidence for destruction. Officer Siegrist.

Officers were dispatched at 10 p.m. Saturday to the 700 block of Missouri Avenue for a suicidal person, who was taken to Ozarks Healthcare for a 96-hour mental health evaluation. Officer Siegrist.

At 2:38 a.m. Sunday, Officer Meyer stopped a vehicle on Third Street and found the driver to be in possession of drug paraphernalia. The driver was ticketed and the case was referred to the city prosecutor’s office.

A cell phone was found at 8:53 a.m. Sunday and turned into police. The owner of the phone was notified. Cpl. Stephens.

At 12:38 p.m. Sunday, Officer Deshazo responded to the 1100 block of Lanton Road for a court order violation. A report was taken and the case is under investigation.

Officer Mingus was dispatched at 3:53 p.m. Sunday to conduct a well-being check on the 1000 block of Davidson Street. It was learned a domestic assault had occurred and the primary aggressor was taken into custody.

At 4:15 p.m. Sunday, officers responded to a domestic disturbance on the 1000 block of Davidson Street and a secondary investigation found a man to be in possession of controlled substances. The items were taken and formal charges against the man are pending through the county prosecutor’s office. Cpl. Manning.

Officers on patrol at 4:36 p.m. Sunday in the area of North Howell Avenue and Broadway saw a man who was wanted on arrest warrants. The man was taken into custody and to the police station. At the same time as encountering this man, officers asked to conduct a search of a woman, to which she agreed, and was reportedly found to be in possession of a controlled substance. She was later released pending formal charges through the county prosecutor’s office. Cpl. Manning.

At 5:29 p.m. Sunday, Officer Mingus was dispatched to the 1100 block of Grace Avenue for found property. A handheld radio was placed into safekeeping at the police department.

Officers were dispatched at 5:56 p.m. Sunday to the 200 block of West Main Street for a report of an attempt to steal property. The case was documented and is closed at this time. Officer Siegrist.

At 6:37 p.m. Sunday, officers were dispatched to the 400 block of Johnson Street for a court order violation. A man was arrested and taken to the city jail to be placed on a 24-hour hold pending formal charges. Officer Shell.

Officers stopped a vehicle with no registration at 8:02 p.m. Sunday on Jackson Street. The driver was found not to have a valid license and was arrested, taken to the city jail, fingerprinted and released with a ticket. Cpl. Manning.
